Climate, Air Quality and Environmental Justice

For more than 25 years, Abt Global has helped the U.S. Environmental Protection Agency’s (EPA) Office of Air and Radiation (OAR) address some of our nation’s most pressing challenges: climate change, air quality, and environmental justice. In 2022, Abt was awarded a new contract to continue supporting OAR over the next five years.

The Environmental, Analytical, Research, Technical, and Hybrid (EARTH) Support contract provides OAR programs with streamlined access to technical experts. EARTH consolidates numerous pre-existing contracts and covers a wide range of technical areas of work, as described below.

Mission Support for EPA’s Climate Change Division
Client: EPA OAR

Abt and our partners have been providing mission support for EPA’s Climate Change Division for two decades. The Abt team supports a wide range of regulatory and non-regulatory programs under this contract, including programs that have delivered valuable greenhouse gas emissions mitigation and reporting; climate change impacts modeling and indicators; voluntary partnership program implementation and evaluation; and stakeholder engagement.

Mission Support for EPA’s State and Local Climate and Energy Program
Client: EPA OAR

The Abt team provides mission support for EPA’s State and Local Climate and Energy Program, which is dedicated to helping state and local governments achieve their climate and energy goals. The Abt team provides technical assistance to those governments, develops tools and resources, conducts policy tracking and analysis, and delivers innovative communications and outreach products. For example, Abt recently supported EPA’s development of a series of guidance documents on clean energy regulatory frameworks and incentives.

Mission Support for EPA’s Stratospheric Protection Division
Client: EPA OAR

The Abt team has been providing mission support for EPA’s ozone layer depletion and hydrofluorocarbon (HFC) reduction programs for 15 years. This support spans a range of regulatory and non-regulatory activities, including helping EPA develop new regulations to phase down and restrict the use of HFCs, implementing voluntary partnership programs with industry, conducting market research and industry outreach, and developing innovative communications and web products.

Support for Air Pollution Control Policies
Client: EPA OAR

The Abt team supported the Office of Air Quality Planning and Standards in developing new methods and tools for collecting and evaluating economic, human health, industrial, and air quality information. Among other things, the Abt team supported EPA in conducting risk assessments and rulemaking support for revised National Ambient Air Quality Standards (NAAQS) for fine particulate matter (PM2.5), sulfur dioxide (SO2), nitrogen dioxide (NO2); supported services to implement trainings and outreach; developed economic analyses and models; and assisted EPA in managing and responding to public comments on proposed rules.
