Approach to Market: FPSP-RFP-2025-5 Building Construction Contractor - Fiji Social Infrastructure Program – Taveuni and Kadavu Hospital Upgrades
Background
The Fiji Program Support Platform (FPSP, also referred to as the ‘Platform’) is an Australian Government Department of Foreign Affairs and Trade (DFAT) funded initiative. Commencing from January 2025, it will contribute to the delivery of Fiji’s national development priorities, in line with Australia's International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.
The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs. The Fiji Program Support Platform will operate until 30 September 2029.
The Opportunity
Abt Global, through the FPSP are approaching the market for the following two (2) Request for Proposal (RFP) opportunities:
- Construction Management Services (CMS) Consultant: The Platform seeks a qualified and experienced Consultant to undertake CMS for the construction management and supervision of the upgrades and refurbishments of the Taveuni and Kadavu Subdivisional Hospitals in Fiji.
- Building Construction Contractor: The Platform seeks a local building construction contractor to refurbish the hospital facilities in Kadavu and Taveuni in coordination with the Ministry of Health and Medical Services (MHMS).
The industry briefing will be held on Friday 4 April 2025 from 10am (Fiji time). Interested parties are required to register their interest by Thursday 3 April 2025 at 4pm (Fiji time) and designated personnel are to attend in person.
Qualification of Service Providers
Response to the RFP must cover all mandatory compliance, technical, and financial criteria.

Overview
The Australia-PNG Economic Partnership (APEP) is assisting the Government of Papua New Guinea to create a stable and more prosperous country. APEP is the main coordination point through which Australia delivers its economic development aid to PNG and the Australian Government is committed to delivering APEP in accordance with the principles of integration and alignment with PNG’s economic sector policies, systems, and processes.

Request for Proposals
We are seeking an organisation to conduct a comprehensive study of PNG’s agriculture finance landscape, examining both supply-side and demand-side dynamics. On the supply side, the service provider will investigate the barriers preventing financial institutions—including commercial banks and licensed financial institutions—from expanding their agriculture finance portfolios. On the demand side, the service provider will explore the specific needs, expectations, and challenges faced by producers, aggregators, SMEs, and large agribusinesses across key value chains such as cocoa, coffee, oil palm, and fresh produce. By integrating global best practices with PNG-specific insights, this study will identify actionable solutions that address local market realities.
Upon concluding the data collection and analysis, the service provider will produce two primary outputs: a public report that offers a comprehensive overview of the agriculture finance landscape, and an internal roadmap with recommendations for DFAT and APEP to guide future interventions.

Summary of Opportunity
APEP is seeking technical assistance from an organisation with good knowledge of fresh produce production and a background in agriculture training and curriculum development. The successful respondent will work with the Fresh Produce Development Agency (FPDA) to understand the technical capacity of its extension programs, extension workers and its relationships with research and learning institutions. The study is expected to identify strengths and weakness in technical capacity of extension programs and workers and match them with training and learning opportunities available in the country. The study is seeking to streamline the activities of key partners from the supply side of the fresh produce sector and improve efforts to achieve consistency in production and supply fresh produce crop products to formal markets in PNG.
The study will involve up to 90 days of consultancy work in-country over the months of June to September 2025. It requires close consultation with FPDA as the lead government agency in the fresh produce sector and will extend to other private extension entities.
