FPSP-EOI-2026-041: Expression of Interest - Fiji Program Support Platform Panel Service Providers

Background

The Fiji Program Support Platform (FPSP, also referred to as the ‘Platform’) is an Australian Government Department of Foreign Affairs and Trade (DFAT) funded initiative. Commencing from January 2025, it will contribute to the delivery of Fiji’s national development priorities, in line with Australia's International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.  

The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.  The Fiji Program Support Platform will operate until 30 September 2029.

The Opportunity

ROI - National Tertiary Hospital Project

Background

The new National Tertiary Hospital Project is a significant health infrastructure initiative being progressed in partnership with the Government of Fiji and the Australian Government Department of Foreign Affairs and Trade (DFAT). The Fiji Program Support Platform (the Platform) is leading the procurement process to engage a suitable partner to undertake Stage 4: Feasibility Study and Stage 5: Business Case advisory services for the project.

The project forms part of Fiji’s broader health system planning and is intended to support the development of a new National Tertiary Hospital that will meet long-term service and infrastructure needs. The work will involve detailed analysis, planning and advisory support to help define the preferred way forward for the hospital’s development, including consideration of appropriate scope, staging, and delivery approach.

The opportunity

The Platform is inviting suitably qualified respondents to participate in the Registration of Interest (ROI) procurement process for the new National Tertiary Hospital Project, specifically for Stage 4: Feasibility Study and Stage 5: Business Case advisory services. Work undertaken as part of this opportunity will take the existing Preliminary Master Plan and develop it into a fully tested, costed and decision-ready investment proposal for Government.

The Platform is undertaking a two-step procurement process to ensure respondents are provided with relevant project information and a clear pathway through the ROI and subsequent Request for Proposal (RFP) stages. The ROI stage will shortlist up to three (3) respondents to progress to the RFP stage.

The successful consultant will be expected to assess the practicality, staging, affordability and implementation pathway for the project, while also providing the evidence base needed to support future funding approvals. The work will respond to the local delivery context and consider value for money, stakeholder needs, and alignment with broader health system priorities.

Prospective respondents are encouraged to download and review the available documents carefully to understand the project scope, procurement approach, evaluation process, and submission requirements.

ROI responses must be lodged electronically to the transaction team at NTH_Transaction@rpsconsulting.com by Monday 1 June 2026 at 2:00pm AEST

Respondents should ensure their submission is completed well before the closing time to avoid any upload or transmission issues, as late submissions may not be considered unless the Platform is satisfied that an attempt was made to lodge them before the deadline.
