Request for Quotation: PATH-2026-RFQ-02 – Short-Term Supplier for Outcome Harvest Stories
Overview
The Papua New Guinea–Australia Transition to Health (PATH) Program is a six-year (August 2020 – December 2026) AUD 240 million investment implemented by Abt Global under the Papua New Guinea – Australia Partnership. PATH supports the Government of Papua New Guinea (GoPNG) to strengthen essential health service delivery, enhance the capacity of Provincial Health Authorities (PHAs), and promote Gender Equality, Disability and Social Inclusion (GEDSI).
PATH’s End of Investment Outcomes (EOIOs) are to:
- Strengthen PHA leadership and capacity to deliver effective, efficient and equitable essential health services.
- Demonstrate and transition DFAT-funded health services to sustainable PHA management.
PATH operates through three Intermediate Outcomes (IOs):
- IO 1: PHA Leadership: Leaders and technical personnel in PHAs/ BDoH are performing mandated functions.
- IO 2: Enhanced GEDSI Capacity: Health personnel demonstrate strengthened capacity to deliver GEDSI priorities at national and provincial level.
- IO 3: Essential Health Services: Increased delivery and coverage of selected essential health services
PATH works with approximately 15 Implementing Service Providers (ISPs) across a range of health projects and thematic areas. In PATH’s final phase, a priority activity is the documentation of meaningful changes through Outcome Harvest Stories. These are short, evidence-based narratives capturing real-world changes observed among individuals, organisations, or systems through PATH-supported interventions.
Brief
The Supplier is required to provide the following Outcome Harvesting and Qualitative Evidence Documentation services:
- Collaborate with PATH and ISPs to identify Outcome Harvest Stories for documentation.
- Review draft Outcome Harvest Stories submitted by ISPs and provide clear, constructive written feedback aligned with PATH quality standards, ensuring the integration of GEDSI considerations where the experiences of women, girls, and marginalised groups are visible.
- Deliver 15 Outcome Harvest Stories across relevant projects.

EOI: APEP-2026-EOI-02 – Australian – Papua New Guinea Economic Partnership (APEP) – Eco-Friendly Garment Manufacturers in Papua New Guinea
Overview
The Australia – Papua New Guinea Economic Partnership (APEP) is a multi-sectoral investment which commenced in April 2022 and runs through February 2028 with the possibility of a two-year extension. APEP is delivered as part of the broader Australia – Papua New Guinea (PNG) Partnership which brings strong alignment and integration with Government of PNG and Government of Australia development priorities. APEP is also a primary vehicle and coordination point from which Australia delivers its economic development aid to PNG. APEP is supported by the Australian government and implemented by Abt Global.
APEP works collaboratively with other Australian investments and development partners, to deliver impactful and sustainable development outcomes across four key engagement areas:
- Safeguarding Macroeconomic Stability;
- Supporting More Efficient and Inclusive Markets;
- Fostering Inclusive Growth and Expanded Livelihoods; and,
- Catalysing Economic Research and Dialogue.
Gender equality, disability, social inclusion, women’s economic empowerment, and climate are central to APEP and integrated across all engagement areas and activities.
Request for Expressions of Interest
APEP is establishing a Preferred Suppliers List for Papua New Guinea registered businesses with experience in one or all categories of service to submit an expression of interest:
- Eco-friendly garment manufacturing; and,
- Customisation and branding.
Local and national businesses are encouraged to express interest.
