Austin Gooden is a software architect at TSPi, a Division of Abt Global, with 6 years of experience delivering innovative software solutions in the public sector. Her projects and experience represent a range of complexities, including administrative and evaluation data collection and reporting systems analysis and visualization, clearinghouses, websites, technical assistance tracking, evaluation data collection, interactive online tools and libraries, communities of practice, and Section 508 compliance. She has been the lead project manager for several large CMMI-3 IT implementations. Her responsibilities have included directing project team personnel; managing scope, schedule, budget, and risk; ensuring contract compliance; and serving as the interface with the customer and customer stakeholders.

Leslie Vasquez is a health policy and value-based payment expert with 20 years of experience working across federal, state, and commercial health care markets.

Anna Winoto has more than 20 years of experience leading and managing multi-disciplinary teams on complex development programs in Indonesia. Her areas of expertise include public health and nutrition, social protection, child protection, decentralized service delivery, and community-led development.  She is a skilled facilitator of multi-stakeholder collaboration. She has worked with the national governments of Australia and Indonesia and with UNICEF.

Catherine Hersey, a senior associate, is a seasoned health services researcher and project manager with over 15 years of experience in both Medicare and Medicaid. Her research areas include the implementation and evaluation of accountable care organizations and other alternative payment models, maternal health, substance use disorder, meaningful use of electronic health records, and hospital-acquired infections. Hersey also has experience in quality measurement and improvement. In addition, she has experience in both quantitative and qualitative analyses and managing large and complex projects.

Julio Pacca is a psychologist and innovative leader with more than 20 years of experience in health care. He focuses on HIV and AIDS; maternal health; adolescent health; and health systems strengthening. Pacca has worked with donors such as the US Agency for International Development (USAID), the Centers for Disease Control and Prevention, the United Nations, the World Bank, bi-lateral Scandinavian donors, and the William and Flora Hewlett, Goldman, and Bill and Melinda Gates foundations.

Radha Roy is a mixed-methods researcher and senior evaluation leader with over 16 years of experience designing and directing large-scale federal evaluations of workforce development, income support, and education programs.

Sanjoti Parekh has 20 years of experience serving in leadership, management, and advisory roles in the Australian healthcare industry. Prior to that she worked as a clinician for five years. With expertise in public health, epidemiology, and primary care, she leads policy and program reviews, rapid and systematic literature reviews, health services planning, and development of population health strategies. In addition, Sanjoti oversees outcome and impact evaluations, post-implementation reviews, and quality-improvement, governance, and research programs.

Graham Teskey leads Abt Global’s Global Governance practice out of Canberra, Australia. He has 40 years of experience in governance and international development. He has worked with (and for) for the U.K.’s Department for International Development, (the forerunner to the Foreign, Commonwealth and Development Office), the World Bank, and Australia’s Department of Foreign Affairs and Trade. Graham has lived and worked in multiple countries, including Kenya, Tanzania, Uganda, Rwanda, Zambia, Zimbabwe, Malawi, Fiji, Vanuatu, Indonesia, Papua New Guinea, Solomon Islands, Philippines, and Timor-Leste.

Dereje Dengela is an epidemiologist and entomologist with more than 25 years of experience in planning, implementation, monitoring, and evaluation of malaria control programs. He has extensive managerial experience, having supervised as many as 94 professionals. He has held senior positions with the government of Ethiopia, worked on projects for the U.S. Agency for International Development (USAID), and served as a national malaria program officer in Ethiopia. He supported the Ministry of Health of Ethiopia in mobilization of financial resources from donors, particularly the Global Fund. Dengela has authored or co-authored more than 30 publications in peer-reviewed journals.
