She has managed several national random assignment studies.Wood is the project director for the Social Security Administration’s Benefit Offset National Demonstration Project. She manages a large team, including subcontractors and consultants, to implement and evaluate a $1-for-$2 benefit offset for the Social Security Disability Insurance program. The project scope of work includes designing and executing large-scale participant outreach and recruitment, implementing secure data systems, managing complex data collection, designing a communications strategy, operating a call center, providing training and technical assistance to local agencies, and documenting the results in process, participation, net impact and cost-benefit analyses.

David Cooley is an environmental scientist with more than 15 years of experience working in climate change and environmental management. His work has focused on the interactions between climate change mitigation, air pollution reductions, and improvements in public health. He has managed multiple projects for the U.S. Environmental Protection Agency (EPA), U.S. Agency for International Development, and the New York State Energy Research and Development Authority (NYSERDA) to evaluate opportunities to reduce greenhouse gas (GHG) and air pollutant emissions.

Daniel Gubits conducts research in the areas of housing, homelessness, economic self-sufficiency and disability policy. Gubits’ expertise is in econometric modeling, data analysis, and random assignment program evaluation.Gubits serves as the director of analysis for the Family Options Study, conducted for the U.S. Department of Housing and Urban Development (HUD). He is also leading the impact analysis work for the Social Security Administration’s Benefit Offset National Demonstration (BOND) project. Both of these are random assignment impact evaluations.

Peter Levine is a multi-disciplinary economic growth and private-sector development specialist with more than 25 years of experience in program management, new business development, and communications for complex international programs. This includes extensive work in Asia, the Middle East, Latin America, Central/Eastern Europe and successful capture work for Abt Global in Africa. This portfolio of activities encompasses new business and technical/financial management of U.S.-government funded projects ranging from $5 million to $55 million. Sandra Wilson is an internationally known expert in research synthesis and meta-analysis. She has conducted systematic reviews of educational programs, most notably on school-based violence prevention and high school dropout programs.Prior to joining Abt, Wilson was the associate director of the Peabody Research Institute and a research assistant professor at Vanderbilt University. Wilson led and supported research projects at the Center for Evaluation Research and Methodology at Vanderbilt.

Graham Teskey leads Abt Global’s Global Governance practice out of Canberra, Australia. He has 40 years of experience in governance and international development. He has worked with (and for) for the U.K.’s Department for International Development, (the forerunner to the Foreign, Commonwealth and Development Office), the World Bank, and Australia’s Department of Foreign Affairs and Trade. Graham has lived and worked in multiple countries, including Kenya, Tanzania, Uganda, Rwanda, Zambia, Zimbabwe, Malawi, Fiji, Vanuatu, Indonesia, Papua New Guinea, Solomon Islands, Philippines, and Timor-Leste.
