Ricki Jarmon leads the Data Capture & Surveys practice within the Digital & Data Services team. He has more than 30 years of experience in survey research for U.S. government agencies, including the Department of Labor, Food and Nutrition Service, Department of Housing and Urban Development, Social Security Administration, Centers for Disease Control and Prevention, and Administration for Children and Families.

Joe Donahue is an environmental policy specialist and portfolio manager with more than 15 years of experience supporting governments in developing and implementing policies and programs focused on climate change, clean energy, ozone layer protection, and solid waste management. His work spans both domestic and international programs and initiatives. Technical areas of expertise include climate change mitigation strategies; international capacity building; greenhouse gas quantification methods; short-lived climate pollutants, especially methane, black carbon, and hydrofluorocarbons; and clean energy policies.

Eric Reading leads major initiatives at the enterprise level for Abt Global, particularly in areas of strategic priority including digital transformation. He previously led Abt Global’s International Development Division, the largest division of the firm.

Lori Hunter is a Project Management Professional and a Certified Scrum Master with 20 years of experience working in systems analysis, functional requirements analysis, user-centered design and user experience, database administration and design, and web design and development. Her projects and experience represent a range of complexities, including administrative and evaluation data collection and reporting systems analysis and visualization, clearinghouses, websites, technical assistance tracking, evaluation data collection, interactive online tools and libraries, communities of practice, and Section 508 compliance. She has been the lead project manager for several large CMMI-3 IT implementations. Her responsibilities have included directing project team personnel; managing scope, schedule, budget, and risk; ensuring contract compliance; and serving as the interface with the customer and customer stakeholders.

Chanry Im has more than 10 years of experience directing monitoring and evaluation and technical assistance for national health programs in Cambodia, working with government stakeholders from the peripheral, sub-national, and national levels. Trained as an epidemiologist, he also has experience in health management information systems (HMIS). His technical support to the Cambodian national tuberculosis (TB) program transformed the management of TB patient’s health data from a paper-based to web-based system for real-time data collection. His current focus includes working with the National Center for Parasitology, Entomology, and Malaria Control, the University of Puthisastra, and the U.S. President’s Malaria Initiative (PMI).

Brooke Abrams is a trained political scientist and researcher. With over 11 years of experience, she specializes in applied housing and health, bringing expertise in managing and contributing to place-based, mixed-method, and community-centered solutions. Her work spans research, evaluation, and technical assistance (TA) projects across diverse policy domains, delivering innovative and tailored strategies to drive impactful change.As a Client Solutions Architect at Abt, Abrams plays a pivotal role in designing client-focused frameworks and solutions that emphasize rigorous, data-informed, multi-disciplinary, and population-tailored design. She specializes in community-specific, monitoring, evaluation, and technical assistance approaches to engage and work alongside persons with lived expertise.

Mubita Lifwatila has more than 20 years of experience designing, implementing, and managing health and education projects in Southern, East, and West Africa. He has provided technical assistance to national malaria programs to institutionalize improved surveillance systems, data analytics using DHIS2, health information systems, epidemic detection, and rapid response capacities. He also has helped strengthen government systems for education service delivery and implementing strategies for mobilizing community support for education initiatives.

Dr. Gulnora Razykova is a medical doctor, health system strategist, and healthcare executive with more than 20 years’ experience leading and managing health and education projects. She is an expert in several health fields, having led multi-million-dollar projects for several donor agencies, including the United Nations Drug Control Programme and Department for International Development. Razykova has a clinical background and research experience in the social sector, clinical pharmacology, and healthcare environment in Tajikistan. She has extensive experience in private and government health system development and strengthening. She is adept in complex program management and especially skilled in financial planning, budgeting and monitoring. In addition, Razykova has extensive experience in human resources and results-based management.

Dr. Fiona Mactaggart is a multi-disciplinary technical advisor with more than 10 years of experience in monitoring, evaluation, research, and learning (MERL); infectious disease control; and public health. As a co-lead of Abt's MERL portfolio, she draws on complexity theory and scientific methods to help clients test what works, discover why it works, and provide timely evidence-based recommendations to inform important decisions about policy and practice. Mactaggart contributes to business development, programme delivery, and thought leadership. She works in five key areas: monitoring (e.g., design of digital tools and visualisation platforms) research (e.g., cross-sectional survey design), evaluation methodologies (e.g., contribution analysis), learning (e.g., portfolio level evidence-informed strategic decision making), and cross-cutting MERL capabilities (e.g., adaptive management and GEDSI). Mactaggart has worked extensively in the Pacific and Southeast Asia.

Adam Schaefer has over 16 years’ experience developing and managing environmental epidemiology research and evaluation projects. He is an expert in the health impacts of environmental exposures and has worked on both national and international projects, focusing on infectious disease, toxicology, health surveillance, and One Health. Before coming to Abt, Schaefer was a researcher at Florida Atlantic University. He has published numerous epidemiological studies in peer-reviewed journals.
