Peer-to-Peer and Technical Assistance for State Title V Programs

The Health Resources and Services Administration (HRSA) Maternal and Child Health Bureau (MCHB) is supporting state Title V agencies through peer-to-peer technical assistance.

Abt Global, in collaboration with the National Academy for State Health Policy, is assisting the MCHB in supporting state Title V agencies through development of white papers and facilitation of learning networks around key areas. The Abt team conducted four webinars covering the following topic areas:
  • Eligibility, enrollment, and retention processes to assure continuous coverage, including the Health Insurance Exchange plans, Medicaid, and CHIP;
  • Design of benefits and coverage, including EHB, Exchanges, CHIP, and Medicaid;
  • Filling gaps in coverage, either through financing or delivery of direct services or infrastructure and enabling services; and
  • Design and support for development of systems of care and provider networks.
The Abt team convened three networks to assess knowledge gaps and information needs of participants. The results of the sessions are included in the toolkit developed for Title V programs. Additionally, the Abt team developed a set of tools to provide background information to support Title V programs as they implement the various components of the Affordable Care Act. The toolkit includes:
  • Four technical reports focused on the issues and opportunities pertaining to the role of Title V in supporting the implementation of the ACA;
  • A toolkit of best practice models and examples within the specified topic areas that emerges from the learning collaborative networks. The toolkit will serve as a step by step guide to help state Title V programs fulfill their new roles in relation to implementation of the ACA; and
  • A presentation on the toolkit was made at the annual meeting of the Association of Maternal and Child Health Programs.
