Evaluation and Program Support Center for Services to People with HIV in correctional Settings and Prevention for HIV-Infected Persons Project (PHIPP)

Abt Global is a sub-contractor to Rollins School of Public Health of Emory University to be Evaluation and Program Support Center (EPSC) funded by the Health Resources and Services Administration (HRSA) for two Centers for Disease Control and Prevention (CDC)-funded grant programs:  1) Corrections Demonstration Project in which seven state health departments are developing programs for HIV-infected or high-risk inmates and releasees of jails, prisons and juvenile facilities, including institution- and community-based case management, HIV prevention, disease screening and staff training; and  2) Prevention for HIV-Infected Persons Project (PHIPP) in which five state and city/county health departments are funded to implement counseling and testing, partner counseling and referral services, prevention case management, other individual-level risk reduction counseling, group-level interventions, community-level interventions such as social marketing, and provider training. Working closely with grantees and funders, the EPSC designed coordinated cross-site evaluations, including instruments for aggregate and client-level data collection, protocols, data entry screens, and plans and instruments for qualitative evaluation.  The EPSC manages all aggregate and client-level quantitative data as well as qualitative data.  EPSC staff conduct cross-site analyses to assess the extent to which funded interventions are reaching targeted populations with planned services and meeting specified project objectives in terms of service provision and outcome achievement.  Client level instruments include baseline and followup client interviews and individual-level process data collection forms to track services received by each client.  EPSC staff conducts qualitative interviews and focus groups with site staff and may conduct qualitative interviews with clients in selected sites. Abt EPSC staff provides evaluation technical assistance, acts as site liaisons, participates in conference calls with funders and site staff, and participates in twice-yearly EPSC site visits to each grantee, and makes evaluation-related presentations at twice-yearly grantee meetings.
