This report examines how federal and California funding and policy developments from early 2025 through June 2026 may affect Los Angeles County’s progress toward the five Measure A goals for reducing homelessness, expanding housing, strengthening behavioral health supports, and preventing housing loss. Drawing on systematic tracking of funding, legislation, executive actions, and interviews with regional system leaders, the assessment finds that most conditions for success need attention amid threats to permanent housing, rental subsidies, Medicaid and Medi-Cal supports, and other safety-net resources, even as core federal rental assistance, state homelessness funding, and new state housing initiatives provide important support. The report concludes that Measure A places Los Angeles County in a comparatively strong position, but sustained progress will require coordinated regional advocacy, stable state and federal investment, better alignment and use of existing resources, continued affordable housing production and preservation, and strong data-informed implementation.
