This year’s theme, Fifty States, Fifty Systems: State Policy Variations and Impacts, names the problem our researchers tackle every day. Policy decisions diverge sharply across state lines, and families feel the difference. As federal agencies narrow their reach, state administrators carry more of the weight with less time and less room to guess.
Abt builds the evidence states can act on. At APPAM 2026 our researchers take up the questions states are weighing right now: whether housing mobility services help voucher families reach opportunity areas, what rapid re-housing and homelessness prevention actually deliver, whether apprenticeship earnings gains hold up over a decade, and how AI can speed systematic evidence reviews without weakening standards.
