Gary L. Perlin, the retired chief financial officer of Capital One Financial Corporation, is the non-executive chairman of Abt Global’s Board of Directors.Perlin has more than three decades of experience in senior finance roles in for-profit and not-for-profit organizations. As CFO of Capital One – one of the largest financial services companies in the nation – Perlin was responsible for the company’s overall financial management. He was named “Best Finance Company CFO” for four years by Institutional Investor magazine between 2007 and 2011.

Radha Roy is a mixed-methods researcher and senior evaluation leader with over 16 years of experience designing and directing large-scale federal evaluations of workforce development, income support, and education programs.

Joe Donahue is an environmental policy specialist and portfolio manager with more than 15 years of experience supporting governments in developing and implementing policies and programs focused on climate change, clean energy, ozone layer protection, and solid waste management. His work spans both domestic and international programs and initiatives. Technical areas of expertise include climate change mitigation strategies; international capacity building; greenhouse gas quantification methods; short-lived climate pollutants, especially methane, black carbon, and hydrofluorocarbons; and clean energy policies.

Michael R. Anderson is Chief Executive Officer of MedAccess, a not-for-profit social-finance company based in London. He has expertise in global development, health, nutrition, and climate issues. Anderson has worked in the public, private, and nonprofit sectors in Africa, the Middle East, and India. He held multiple roles within the U.K.’s Department for International Development (DFID) from 2003 to 2013, the final one being Director General . He subsequently became the first salaried CEO of the Children’s Investment Fund Foundation, one of the largest philanthropies in Europe.

He also has extensive expertise in technical assistance and implementation (TA&I) approaches. And his management experience includes developing high-performing teams through skills and career development and succession planning.

Gerald Adolph is an expert in growth strategy, acquisition strategy and merger integration planning for corporate and mission driven organizations. He led the Global Mergers & Restructuring Practice and was elected senior partner over a 35-year career with Booz Allen Hamilton and its successor strategy companies.Adolph was one of the lead practitioners and developers of Booz's very successful capabilities-driven approach to strategy.  During his consulting career he has primarily focused on assisting clients with growth strategies, new business development, innovation strategy and business redefinition. He often works with companies/entities undergoing very significant industry disruption.

Dr. Ndombour Gning Cisse is a biologist and scientist with 16 years of experience in public health and environmental health management, particularly in malaria vector control in Africa. She has experience in all aspects of insecticide spraying operations, including planning, training, supervision, human resources talent management, leadership development, strategic planning, project implementation, and capacity development assignments in four countries.
