Meghan Henry is a social science researcher with over 15 years of experience in public policy and program evaluation, specifically in the fields of housing and homelessness and the intersection of homelessness and education. Henry has extensive experience leading evaluations, including large data collection efforts, conducting qualitative data collection, data analysis, and outcome evaluations. As project director of the U.S. Department of Housing and Urban Development’s (HUD) Annual Homeless Assessment Report (AHAR) to Congress, she has considerable experience synthesizing large amounts of information to make the data accessible and actionable for federal, state, local, and philanthropic clients.

Matt Bugbee is a federal technology executive with almost three decades of experience leading digital modernization, enterprise IT, and business growth initiatives for civilian agencies.

Dr. Heinrich Hock is an economist with 19 years of experience conducting research on labor, education, disability employment, and social insurance. His work focuses on producing results that help policymakers and program staff understand outcomes for priority populations and research-based options for improving outcomes. He develops rigorous and feasible plans for research designs, data collection and analysis, and dissemination of findings. Hock has led work on over a dozen labor-related projects for the U.S. Department of Labor (DOL) and other funders to assess the outcomes for groups such as dislocated workers, youth and adult jobseekers with disabilities, and veterans, among other groups. Hock also has played a key role in U.S. Department of Education (ED) studies to identify solutions for improving career outcomes among special education and adult education participants. 

Didar Ali Didar is technical advisor for monitoring, evaluation, research, and learning (MERL) in Abt’s International Technical Practice (ITP). He has more than 10 years of experience in MERL, project design, and management in the areas of agriculture, food security, economic inclusion, civil society, governance, health, and education. He also has experience in women’s rights advocacy, including designing and implementing advocacy plans and organizing national and international events.

Lakshmi Shyam-Sunder is the former Vice President and World Bank Group Chief Risk Officer (2014-2024). Lakshmi was previously Chief Financial Officer at the Multilateral Investment Guarantee Agency (MIGA), and Director of Risk and Financial Policy at the International Finance Corporation both also part of the World Bank Group.

Harold Poston has more than 25 years of experience in federal IT, with deep subject matter expertise across Health IT modernization, Defense Health Agency programs, and Army enterprise IT transformation. Poston leads Abt’s growth strategy for Military Health and VA, connecting federal clients to Abt’s capabilities in digital transformation, data services, and program modernization.

Dr. Jonathan Dorn has more than 20 years of experience in the environment and energy space. He specializesin air pollutant emissions inventory development, air quality, data visualization, regulatory program support, energy systems, and air pollutant mitigation strategies.

Melanie Metropolit is a public health strategist with more than 20 years of experience across federal health, research, and international development initiatives.

Michael R. Anderson is Chief Executive Officer of MedAccess, a not-for-profit social-finance company based in London. He has expertise in global development, health, nutrition, and climate issues. Anderson has worked in the public, private, and nonprofit sectors in Africa, the Middle East, and India. He held multiple roles within the U.K.’s Department for International Development (DFID) from 2003 to 2013, the final one being Director General . He subsequently became the first salaried CEO of the Children’s Investment Fund Foundation, one of the largest philanthropies in Europe.
