Moira Forbes is a health policy leader with over 25 years of experience working with state and federal agencies on Medicaid and CHIP policy and operations. She focuses on providing time-sensitive, evidence-based analysis to support policymaking, operational planning, and program evaluation. She has worked with a wide range of health care stakeholders including providers, employers, public and private payers, foundations, trade associations, the Centers for Medicare & Medicaid Services and other health and human services agencies, state legislatures, and Congress. These diverse experiences help her provide well-informed insights for clients at all stages of the program lifecycle.

Lauren Dunton is a Principal Associate with almost two decades of experience as a social science researcher evaluating programs and analyzing policies relating to homelessness, housing, workforce, and education across the country. As a seasoned Project Director, Ms. Dunton has led complex research and technical assistance projects for a range of federal agencies, state governments, and national foundation and philanthropic organizations. She has expertise in qualitative and mixed-method data collection and analysis, leading project teams, and authoring reports. 

Geoff Scahill has over 20 years of experience working in and managing international development programs. He has worked extensively within Papua New Guinea (PNG) and the Pacific – predominantly in Indonesia, Fiji, Samoa, and the Solomon Islands. He brings a long history as a health sector professional and has held roles as a health management advisor and health systems adviser in Pacific Island Countries. Geoff draws on his background in finance and economics to work with counterparts to increase efficiencies within the programs Abt Global delivers.

Tamara Daley has 20 years of behavioral health, disability, and social-policy project leadership and evaluation experience. She brings expertise from work with a variety of federal agencies, including Substance Abuse and Mental Health Services Administration (SAMHSA), National Institute of Mental Health, Department of Education, the Department of Health and Human Services’ Assistant Secretary for Planning and Evaluation, Social Security Administration, and Department of state. She also has worked with foundations, city governments, and universities. Daley designs and conducts research in behavioral health, from qualitative and mixed-methods studies and survey design to evaluability assessments.

Jodi Anthony, ScD, is a social epidemiologist with over two decades of mixed-methods evaluation, strategic consulting, and technical assistance experience focused on improving health for women, children, and families. Dr. Anthony brings expertise from her work with a variety of federal agencies, including Health Resources Services Administration (HRSA), Centers for Medicare & Medicaid Services (CMS), the Department of Health and Human Services’ Assistant Secretary for Planning and Evaluation and Office of Population Affairs. She also has worked with health systems, foundations, city and state governments, universities, and community coalitions.

Nichole Fiore is a Principal Associate with over 15 years of experience evaluating housing and homelessness programs across the country, developing deep expertise on homeless service systems, organizational capacity, political and community will, unsheltered homelessness, and permanent supportive housing. Recognizing the critical link between stable, safe housing and overall well-being, Fiore is proven leader bringing together stakeholders who work across many jurisdictions and sectors to address the needs and improve the lives of people experiencing homelessness. She is a regular source for media outlets, often on the topic of homelessness in California.

James Gilling, regional vice president, East Asia and Pacific, has almost 40 years of experience in social and economic development in low- and middle-income countries. He has overseen Australian aid programs worth hundreds of millions of dollars and managed large teams of Australian and overseas staff, including as head of the Australian aid program in Indonesia. James has worked for United Kingdom (UK) and Papua New Guinea governments as an agricultural economist. He has also worked as a consultant economist with Oxford Policy Management in the UK and was an economic analyst with the Office of National Assessments in Australia.

Elizabeth Giardino’s evaluation and technical assistance work on housing, community development, asset building, and government innovation policies and programs promotes opportunity and healthy outcomes for people across the U.S. Giardino specializes in leading teams, strategic planning, and relationship building, and has proven expertise in incorporating community-based participatory research into technical assistance engagements.

Philippa Venning has more than 25 years of experience working in international development across the Asia Pacific for government, the private sector, multilateral organisations and NGOs.
