Rodaly Muthoni is a medical entomologist with over 15 years of experience in vector control and public health. She has provided leadership as chief of party (COP) in President’s Malaria Initiative (PMI)/USAID-funded indoor residual spraying (IRS) projects in Rwanda, Mozambique, and currently in Kenya. She provided short-term technical expertise in preparing and implementing IRS for the Zika Africa IRS (AIRS) project (ZAP) in the Dominican Republic (DR) in 2017. A former high school biology and math teacher, Muthoni has experience in strategic planning and execution, quality assurance, training, health policy implementation, and systems development and strengthening.

As the senior health economist for the Health Policy Practice, he leads high-profile projects and guides the practice’s health economists.

TJ Shumard is a senior business development executive with two decades of experience advancing priorities for the Centers for Medicare & Medicaid Services (CMS) and state Medicaid priorities. He specializes in pipeline development, capture strategy, and digital modernization across Medicare and Medicaid. Shumard brings deep knowledge of federal procurement, CMS data platforms, and program oversight, with a strong record of shaping complex federal opportunities.

Francesca Lawe-Davies is a senior development specialist with more than 18 years of experience in government, non-government, private sector, and multilateral development organisations. With expertise spanning the entire Software Development Life Cycle (SDLC), Gooden has worked across a broad range of technologies, from Low-Code/No-Code platforms to legacy frameworks and multiple programming languages.  He has successfully delivered a variety of solutions for the U.S. Federal Government that enable systems to adapt seamlessly to congressional mandates, agency policies, and program definition, all while achieving the mission objectives of the IT initiative.

Jessica is a qualified international and community development practitioner with over 25 years of experience working in development in Southeast Asia, the Pacific and Australia. She holds a Bachelor of Asian Studies, Master of International and Community Development and a Graduate Certificate in Gender Policy and Mainstreaming. Jessica’s experience includes working with government, donors, multilaterals, the private sector, managing contractors and NGOs.
