TJ Shumard

TJ Shumard is a senior business development executive with two decades of experience advancing priorities for the Centers for Medicare & Medicaid Services (CMS) and state Medicaid priorities. He specializes in pipeline development, capture strategy, and digital modernization across Medicare and Medicaid. Shumard brings deep knowledge of federal procurement, CMS data platforms, and program oversight, with a strong record of shaping complex federal opportunities.

At Abt, Shumard leads growth strategy for the Centers for Medicare & Medicaid Services, focusing on developing innovative solutions, addressing administrative burden with more cost-effective solutions and implementing AI solutions as they make sense.  Shumard has developed strong partnerships with other government contractors and government leaders and is working to bring new solutions to CMS.

Previously, Shumard served more than a decade at CMS as a Health Insurance Specialist reporting to the Chief Quality Officer. He advised 46 states on Medicaid managed care quality and external quality review. He helped update federal regulations in 2016, 2020, and 2022 and contributed to T-MSIS data governance. Shumard also led quality assurance reforms for Maryland’s Living at Home Waiver, recovering more than $4 million in his first two months. Additionally, he has served as a Senior and Principal Consultant at other agencies and a Business Development Principal who started up a state and local pipeline for a DaaS and SaaS company.
