Douglas W. Elmendorf, Ph.D., is Lucius N. Littauer Professor of Public Policy at Harvard University’s John F. Kennedy School of Government. He served as Dean of the Kennedy School from 2016 to 2024 and was previously Director of the Congressional Budget Office from 2009 to 2015.Elmendorf has held senior economic positions with the Federal Reserve Board, the President’s Council of Economic Advisers, and the Treasury Department, where he was Deputy Assistant Secretary for Economic Policy. He is a widely respected economist who has deep knowledge of many of Abt’s core research areas, including health care policy and approaches to increasing economic security.Elmendorf is the author of more than 30 publications and has testified before Congress on economic issues 50 times since 2005. 

Lakshmi Shyam-Sunder is the former Vice President and World Bank Group Chief Risk Officer (2014-2024). Lakshmi was previously Chief Financial Officer at the Multilateral Investment Guarantee Agency (MIGA), and Director of Risk and Financial Policy at the International Finance Corporation both also part of the World Bank Group.

Harold Poston has more than 25 years of experience in federal IT, with deep subject matter expertise across Health IT modernization, Defense Health Agency programs, and Army enterprise IT transformation. Poston leads Abt’s growth strategy for Military Health and VA, connecting federal clients to Abt’s capabilities in digital transformation, data services, and program modernization.

Nichole Fiore is a Principal Associate with over 15 years of experience evaluating housing and homelessness programs across the country, developing deep expertise on homeless service systems, organizational capacity, political and community will, unsheltered homelessness, and permanent supportive housing. Recognizing the critical link between stable, safe housing and overall well-being, Fiore is proven leader bringing together stakeholders who work across many jurisdictions and sectors to address the needs and improve the lives of people experiencing homelessness. She is a regular source for media outlets, often on the topic of homelessness in California.

Dr. Sandra Jo Wilson is a social science researcher with more than 25 years of experience designing and conducting rigorous research, systematic reviews, and meta-analyses across education, workforce development, and human services. 

Didar Ali Didar is technical advisor for monitoring, evaluation, research, and learning (MERL) in Abt’s International Technical Practice (ITP). He has more than 10 years of experience in MERL, project design, and management in the areas of agriculture, food security, economic inclusion, civil society, governance, health, and education. He also has experience in women’s rights advocacy, including designing and implementing advocacy plans and organizing national and international events.

Eric Reading leads major initiatives at the enterprise level for Abt Global, particularly in areas of strategic priority including digital transformation. He previously led Abt Global’s International Development Division, the largest division of the firm.

In his career as a senior finance and operations executive, Rehberger most recently served as the Senior Vice President, Chief Financial Officer of Engility, a Virginia-based government contractor.  He held similar positions with TASC from 2010 until its merger with Engility in 2015.  Rehberger helped guide both companies as the government industry cycled through a severe downturn and recovery, counseling the Board of Directors regarding strategy, enterprise risk management, cyber security, and compensation.  He previously held executive positions with telecommunications firms XO Communications and MCI. In 2017, Virginia Business awarded Rehberger the Virginia CFO of the Year award for his outstanding commitment to financial stewardship and dedication to the success of Engility.

Michael R. Anderson is Chief Executive Officer of MedAccess, a not-for-profit social-finance company based in London. He has expertise in global development, health, nutrition, and climate issues. Anderson has worked in the public, private, and nonprofit sectors in Africa, the Middle East, and India. He held multiple roles within the U.K.’s Department for International Development (DFID) from 2003 to 2013, the final one being Director General . He subsequently became the first salaried CEO of the Children’s Investment Fund Foundation, one of the largest philanthropies in Europe. 

Debra Kemp Fleischer is a certified Project Management Professional (PMP) with 25 years of experience supporting federal programs. She applies her background in environmental science and policy with communications expertise to inform and engage stakeholders about regulatory and voluntary programs. She has led the development and implementation of multi-media communications strategies for a variety of audiences, including non-profit organizations, industry, environmental groups, and federal staff. She has experience with plain language writing, message development, and risk communication.
