Kristin Heck, JD, MBA, has more than 10 years of experience managing and directing technical teams in the development of digital solutions. Ms. Heck designs and oversees the creation and implementation of technology solutions that align to agency and administration goals. In addition, she often works closely with program leadership to set key solution objectives, manage the development and product roadmap, analyze customer feedback, and prioritize feature development.

Colleen Grogan Moore has over 30 years of experience implementing community development and housing-based programs in collaboration with state and local governments and nonprofit organizations. She has expertise in providing technical assistance (TA) and training, including to recipients of Department of Housing and Urban Development (HUD) community development, housing, and homeless program funding. She has led the development and implementation of multi-media communications strategies for a variety of audiences, including non-profit organizations, industry, environmental groups, and federal staff. She has experience with plain language writing, message development, and risk communication. 

Dr. Heinrich Hock is an economist with 19 years of experience conducting research on labor, education, disability employment, and social insurance. His work focuses on producing results that help policymakers and program staff understand outcomes for priority populations and research-based options for improving outcomes. He develops rigorous and feasible plans for research designs, data collection and analysis, and dissemination of findings. Hock has led work on over a dozen labor-related projects for the U.S. Department of Labor (DOL) and other funders to assess the outcomes for groups such as dislocated workers, youth and adult jobseekers with disabilities, and veterans, among other groups. Hock also has played a key role in U.S. Department of Education (ED) studies to identify solutions for improving career outcomes among special education and adult education participants. 

Leonard M. Hicks, whose 20+ years of experience in business operations and financial management includes leading large-scale growth and transformation for Lockheed Martin and the Mission Essential Group, is Abt Global’s chief financial officer and a member of the executive management team. He is a proven entrepreneur who brings best-in-class leadership and collaborative approaches to problem solving.

Jessen Carroll is a human resources (HR) professional with more than 20 years of experience overseeing all aspects of HR, organizational communications, governance, and administration functions. She has experience leading organizational integrations and change management efforts. She also has operations management, business analysis, business process improvement, and project management experience. She can balance tactical day-to-day operational needs with a strategic grasp of long-term business objectives.

Patrick Ransom is an environmental engineer and certified cost estimator with more than 30 years of experience evaluating environmental technologies, policies, and regulatory costs.
