Matt Bugbee is a federal technology executive with almost three decades of experience leading digital modernization, enterprise IT, and business growth initiatives for civilian agencies. He works with federal leaders to improve technology, strengthen operations, and deliver measurable mission outcomes. Bugbee has managed large portfolios supporting the Department of Housing and Urban Development (HUD), Ginnie Mae, the Department of Labor, the Office of Personnel Management, U.S. Department of Agriculture, and other agencies. His experience spans account leadership, cloud modernization, enterprise operations, cybersecurity, data modernization, and program delivery.
Bugbee serves as the senior executive responsible for account strategy, client relationships, and delivery excellence across Abt’s Housing portfolio. He works with HUD leadership to align technology investments with mission priorities while expanding Abt's support for digital transformation, data modernization, research & evaluation, and technical assistance. He leads account growth, capture strategy, and executive engagement while overseeing contract performance, financial results, and integrated delivery across multiple programs. Bugbee also mentors account and delivery teams and builds strategic partnerships that help HUD meet evolving mission needs.
Before joining Abt, Bugbee served as Chief Growth Officer and Operations Lead at Comtech, where he directed growth strategy across federal civilian, defense, state, and local markets. At SAIC, he led business development for a $95 million federal IT services award and helped generate $20 million in additional revenue by aligning modernization solutions with agency priorities. Earlier, he held executive roles at DMI and Peraton, where he managed portfolios exceeding $200 million in contract value, held full P&L responsibility, and led more than 200 professionals. Across these roles, he strengthened client relationships, expanded accounts, and delivered technology programs that improved federal operations.
