Kathleen Flanagan is president and chief executive officer of Abt Global. She assumed the position on October 1, 2009, after a distinguished career working across the broad range of markets and policy areas that reflect the company's business today. Flanagan joined the company in 1983 as a policy analyst in the Health Area. In 1989 she became managing vice president of the company's Labor Economics Research Area, overseeing research on workforce development and income security programs. In the mid-1990s she launched the International Workforce and Education Practice, winning projects from clients including the U.S. Agency for International Development, World Bank and U.S. Department of Labor. In 1998, she launched the company's Housing and Community Revitalization practice and built a team of more than 75 researchers and technical assistance staff working on affordable housing and community development policies at the federal, state and local levels. In 2005, she was named group vice president for social, economic, and health policy.

Kate Stillman is a technical leader with more than 25 years of experience in program design, systems thinking, evidence generation and use, monitoring, evaluation and learning, and project management. She has deep experience in global development with specialties in health systems strengthening, infectious and vector-borne diseases, maternal and child health, and sustainability. She drives Abt’s efforts to strengthen the generation, management, and use of high-quality data to inform decisions and improve program quality.

Dr. Heinrich Hock is an economist with 19 years of experience conducting research on labor, education, disability employment, and social insurance. His work focuses on producing results that help policymakers and program staff understand outcomes for priority populations and research-based options for improving outcomes. He develops rigorous and feasible plans for research designs, data collection and analysis, and dissemination of findings. Hock has led work on over a dozen labor-related projects for the U.S. Department of Labor (DOL) and other funders to assess the outcomes for groups such as dislocated workers, youth and adult jobseekers with disabilities, and veterans, among other groups. Hock also has played a key role in U.S. Department of Education (ED) studies to identify solutions for improving career outcomes among special education and adult education participants. 

James Gilling, regional vice president, East Asia and Pacific, has almost 40 years of experience in social and economic development in low- and middle-income countries. He has overseen Australian aid programs worth hundreds of millions of dollars and managed large teams of Australian and overseas staff, including as head of the Australian aid program in Indonesia. James has worked for United Kingdom (UK) and Papua New Guinea governments as an agricultural economist. He has also worked as a consultant economist with Oxford Policy Management in the UK and was an economic analyst with the Office of National Assessments in Australia.

Melanie Metropolit is a public health strategist with more than 20 years of experience across federal health, research, and international development initiatives.

Nichole Fiore is a Principal Associate with over 15 years of experience evaluating housing and homelessness programs across the country, developing deep expertise on homeless service systems, organizational capacity, political and community will, unsheltered homelessness, and permanent supportive housing. Recognizing the critical link between stable, safe housing and overall well-being, Fiore is proven leader bringing together stakeholders who work across many jurisdictions and sectors to address the needs and improve the lives of people experiencing homelessness. She is a regular source for media outlets, often on the topic of homelessness in California.

Hanna Kovalova is a program manager with 15 years of experience managing humanitarian aid and development programs in Ukraine, with a recent focus on the eastern part of the country ravaged by the war with Russia. She has worked with international organizations, including the Foreign, Commonwealth & Development Office (FCDO) and the United Nations, as well as social enterprises. Kovalova’s work with vulnerable populations has centered around gender equality, non-discrimination, conflict sensitivity, and social inclusion. She has extensive experience with monitoring, evaluation, research, and learning approaches; program management; and communication strategies in public health, mental health, and community stabilisation.

Geoff Scahill has over 20 years of experience working in and managing international development programs. He has worked extensively within Papua New Guinea (PNG) and the Pacific – predominantly in Indonesia, Fiji, Samoa, and the Solomon Islands. He brings a long history as a health sector professional and has held roles as a health management advisor and health systems adviser in Pacific Island Countries. Geoff draws on his background in finance and economics to work with counterparts to increase efficiencies within the programs Abt Global delivers.

Meaghan E. Glenn is a social science research associate with more than 10 years of experience designing and conducting public health and nutrition research and evaluation studies.

Matt Bugbee is a federal technology executive with almost three decades of experience leading digital modernization, enterprise IT, and business growth initiatives for civilian agencies.
