Ally Lynch has nine years of experience managing international development and humanitarian projects in the Asia Pacific region. She has led programming across a range of impact areas, including nature-based solutions for climate, food security, livelihoods, climate resilience, and disaster risk reduction.

ZeAmma Brathwaite has over 20 years of experience partnering with private organizations and federal agencies to improve access to care and health outcomes for individuals and communities. A certified project management professional, Brathwaite has extensive experience leading multidisciplinary teams in the design, implementation, and evaluation of complex, large-scale transformation efforts using improvement science methods and tools to accelerate change.

Lisa Simeon is Abt Global’s Chief Operations Officer.  In this role, Simeon is establishing a global operations function to cover all aspects of project management. It will include continuous improvement and scalability of Abt’s standards, processes, and digital platforms for project start-up and closeout, workforce planning, risk management, and quality review to achieve strong financial performance and ensure client satisfaction across the company. She will continue to oversee Human Resources and will add responsibility for global security operations and emergency response to her portfolio.

Jake Zebell is a technology leader with more than 20 years of experience in federal modernization, enterprise architecture, applied AI, and secure system delivery.

Dr. Fiona Mactaggart is a multi-disciplinary technical advisor with more than 10 years of experience in monitoring, evaluation, research, and learning (MERL); infectious disease control; and public health. As a co-lead of Abt's MERL portfolio, she draws on complexity theory and scientific methods to help clients test what works, discover why it works, and provide timely evidence-based recommendations to inform important decisions about policy and practice. Mactaggart contributes to business development, programme delivery, and thought leadership. She works in five key areas: monitoring (e.g., design of digital tools and visualisation platforms) research (e.g., cross-sectional survey design), evaluation methodologies (e.g., contribution analysis), learning (e.g., portfolio level evidence-informed strategic decision making), and cross-cutting MERL capabilities (e.g., adaptive management and GEDSI). Mactaggart has worked extensively in the Pacific and Southeast Asia.

Chris has more than 20 years' experience with leading international law firms and major corporates across Asia Pacific, the United Kingdom and the United States.

Jodi Anthony, ScD, is a social epidemiologist with over two decades of mixed-methods evaluation, strategic consulting, and technical assistance experience focused on improving health for women, children, and families. Dr. Anthony brings expertise from her work with a variety of federal agencies, including Health Resources Services Administration (HRSA), Centers for Medicare & Medicaid Services (CMS), the Department of Health and Human Services’ Assistant Secretary for Planning and Evaluation and Office of Population Affairs. She also has worked with health systems, foundations, city and state governments, universities, and community coalitions.

Baris Yener has more than 25 years of experience in executive leadership, growth strategy development, and organizational transformation. His business-development and project work has involved a wide range of clients, including the World Bank, Department of Defense, Department of Homeland Security, Centers for Disease Control and Prevention, and other private sector and federal agencies.As Chief Client Officer at Abt, Yener leads client strategy and growth to ensure the voice of the customer drives investment decisions, capability development, and market execution. 

Kathleen Flanagan is president and chief executive officer of Abt Global. She assumed the position on October 1, 2009, after a distinguished career working across the broad range of markets and policy areas that reflect the company's business today. Flanagan joined the company in 1983 as a policy analyst in the Health Area. In 1989 she became managing vice president of the company's Labor Economics Research Area, overseeing research on workforce development and income security programs. In the mid-1990s she launched the International Workforce and Education Practice, winning projects from clients including the U.S. Agency for International Development, World Bank and U.S. Department of Labor. In 1998, she launched the company's Housing and Community Revitalization practice and built a team of more than 75 researchers and technical assistance staff working on affordable housing and community development policies at the federal, state and local levels. In 2005, she was named group vice president for social, economic, and health policy.

Moira Forbes is a health policy leader with over 25 years of experience working with state and federal agencies on Medicaid and CHIP policy and operations. She focuses on providing time-sensitive, evidence-based analysis to support policymaking, operational planning, and program evaluation. She has worked with a wide range of health care stakeholders including providers, employers, public and private payers, foundations, trade associations, the Centers for Medicare & Medicaid Services and other health and human services agencies, state legislatures, and Congress. These diverse experiences help her provide well-informed insights for clients at all stages of the program lifecycle.
