William Tuleu

Bio

William Tuleu leads strategic growth initiatives across the company's U.S. foreign assistance and domestic portfolios. He oversees capture quality, resource planning, and competitive strategy for a $500 million pipeline, helping Abt to deliver innovative, client-centered solutions that strengthen health systems, improve service delivery, and leverage Abt Digital Solutions’ technical offerings. He also leads initiatives to strengthen Abt's capture culture through process improvement, staff development, and enterprise-wide training.

William brings nearly 15 years of experience leading business development and program management for large-scale U.S. government–funded international development programs and community nonprofits. He has led or supported competitive pursuits totaling several billion dollars while helping organizations improve proposal quality, capture readiness, and overall win performance.

Before joining Abt, William held leadership positions with Palladium Group and Chemonics International, where he managed multimillion-dollar health programs and business development efforts throughout Africa. While based in Kinshasa, he served as Operations and Finance Director for a large supply chain technical assistance project in the Democratic Republic of the Congo, overseeing finance, operations, procurement, human resources, and administration while working closely with government counterparts and implementing partners. He is fluent in French and has extensive experience supporting clients and partners across Francophone Africa.
