James Gilling, regional vice president, East Asia and Pacific, has almost 40 years of experience in social and economic development in low- and middle-income countries. He has overseen Australian aid programs worth hundreds of millions of dollars and managed large teams of Australian and overseas staff, including as head of the Australian aid program in Indonesia. James has worked for United Kingdom (UK) and Papua New Guinea governments as an agricultural economist. He has also worked as a consultant economist with Oxford Policy Management in the UK and was an economic analyst with the Office of National Assessments in Australia.

Robin Koralek is a seasoned evaluator and project director with over 30 years of experience in evaluating federal and state social welfare programs. Her expertise spans areas such as food assistance, employment and training cash assistance, and barriers to employment, including for those recovering from substance use disorders. She has worked with various governmental and non-profit organizations, focusing on program design, implementation, and outcomes.

Shelby Hickman is a mixed methods research and evaluation professional with 14 years of experience in program evaluation, training and technical assistance, and analysis of criminal and juvenile justice administrative data. Dr. Hickman has expertise in overseeing studies funded by the Departments of Justice and Health and Human Services. She has experience in causal inference methods for both random assignment and quasi-experimental designs. Additionally, she is proficient in qualitative methodologies, such as semi-structured interviews, focus groups, cognitive interviews, and observations. Hickman is also an expert in forced labor and human trafficking.

T.J. Pepping is an environmental scientist with 13 years of experience working in the intersection of data analysis and communication, helping clients interpret environmental data and share important information with the public. 

Adam Schaefer has over 16 years’ experience developing and managing environmental epidemiology research and evaluation projects. He is an expert in the health impacts of environmental exposures and has worked on both national and international projects, focusing on infectious disease, toxicology, health surveillance, and One Health. Before coming to Abt, Schaefer was a researcher at Florida Atlantic University. He has published numerous epidemiological studies in peer-reviewed journals.

Dan Basoli is an economist and project manager with more than 20 years of federal regulatory experience. Basoli had led cost-benefit, economic impact, and regulatory analyses for clients such as Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), Department of Labor (DOL), Department of Transportation (DOT), Department of Energy (DOE), and National Oceanic and Atmospheric Administration (NOAA).
