In his career as a senior finance and operations executive, Rehberger most recently served as the Senior Vice President, Chief Financial Officer of Engility, a Virginia-based government contractor.  He held similar positions with TASC from 2010 until its merger with Engility in 2015.  Rehberger helped guide both companies as the government industry cycled through a severe downturn and recovery, counseling the Board of Directors regarding strategy, enterprise risk management, cyber security, and compensation.  He previously held executive positions with telecommunications firms XO Communications and MCI. In 2017, Virginia Business awarded Rehberger the Virginia CFO of the Year award for his outstanding commitment to financial stewardship and dedication to the success of Engility.

Michael R. Anderson is Chief Executive Officer of MedAccess, a not-for-profit social-finance company based in London. He has expertise in global development, health, nutrition, and climate issues. Anderson has worked in the public, private, and nonprofit sectors in Africa, the Middle East, and India. He held multiple roles within the U.K.’s Department for International Development (DFID) from 2003 to 2013, the final one being Director General . He subsequently became the first salaried CEO of the Children’s Investment Fund Foundation, one of the largest philanthropies in Europe. 

Jodi Anthony, ScD, is a social epidemiologist with over two decades of mixed-methods evaluation, strategic consulting, and technical assistance experience focused on improving health for women, children, and families. Dr. Anthony brings expertise from her work with a variety of federal agencies, including Health Resources Services Administration (HRSA), Centers for Medicare & Medicaid Services (CMS), the Department of Health and Human Services’ Assistant Secretary for Planning and Evaluation and Office of Population Affairs. She also has worked with health systems, foundations, city and state governments, universities, and community coalitions.

Elizabeth Giardino’s evaluation and technical assistance work on housing, community development, asset building, and government innovation policies and programs promotes opportunity and healthy outcomes for people across the U.S. Giardino specializes in leading teams, strategic planning, and relationship building, and has proven expertise in incorporating community-based participatory research into technical assistance engagements.

Lauren Dunton is a Principal Associate with almost two decades of experience as a social science researcher evaluating programs and analyzing policies relating to homelessness, housing, workforce, and education across the country. As a seasoned Project Director, Ms. Dunton has led complex research and technical assistance projects for a range of federal agencies, state governments, and national foundation and philanthropic organizations. She has expertise in qualitative and mixed-method data collection and analysis, leading project teams, and authoring reports. 

Jennifer S. Riggs, Ph.D., brings her extensive research, policy, and nursing experience to improve care for patients, especially older adults. Her clinical area of expertise is Medicare-certified home health and home and community-based care for adults and older adults with multiple co-occurring chronic conditions and complex care coordination needs.

Radha Roy is a mixed-methods researcher and senior evaluation leader with over 16 years of experience designing and directing large-scale federal evaluations of workforce development, income support, and education programs.

Brooke Abrams is a trained political scientist and researcher. With over 11 years of experience, she specializes in applied housing and health, bringing expertise in managing and contributing to place-based, mixed-method, and community-centered solutions. Her work spans research, evaluation, and technical assistance (TA) projects across diverse policy domains, delivering innovative and tailored strategies to drive impactful change.As a Client Solutions Architect at Abt, Abrams plays a pivotal role in designing client-focused frameworks and solutions that emphasize rigorous, data-informed, multi-disciplinary, and population-tailored design. She specializes in community-specific, monitoring, evaluation, and technical assistance approaches to engage and work alongside persons with lived expertise.

Jessen Carroll is a human resources (HR) professional with more than 20 years of experience overseeing all aspects of HR, organizational communications, governance, and administration functions. She has experience leading organizational integrations and change management efforts. She also has operations management, business analysis, business process improvement, and project management experience. She can balance tactical day-to-day operational needs with a strategic grasp of long-term business objectives. 

Colleen Grogan Moore has over 30 years of experience implementing community development and housing-based programs in collaboration with state and local governments and nonprofit organizations. She has expertise in providing technical assistance (TA) and training, including to recipients of Department of Housing and Urban Development (HUD) community development, housing, and homeless program funding. She has experience building strong relationships with state and local program grantees and managers and supporting communities in effectively using resources.
