Joe Donahue is an environmental policy specialist and portfolio manager with more than 15 years of experience supporting governments in developing and implementing policies and programs focused on climate change, clean energy, ozone layer protection, and solid waste management. His work spans both domestic and international programs and initiatives. Technical areas of expertise include climate change mitigation strategies; international capacity building; greenhouse gas quantification methods; short-lived climate pollutants, especially methane, black carbon, and hydrofluorocarbons; and clean energy policies.

Moira Forbes is a health policy leader with over 25 years of experience working with state and federal agencies on Medicaid and CHIP policy and operations. She focuses on providing time-sensitive, evidence-based analysis to support policymaking, operational planning, and program evaluation. She has worked with a wide range of health care stakeholders including providers, employers, public and private payers, foundations, trade associations, the Centers for Medicare & Medicaid Services and other health and human services agencies, state legislatures, and Congress. These diverse experiences help her provide well-informed insights for clients at all stages of the program lifecycle.

He specializes in pipeline development, capture strategy, and digital modernization across Medicare and Medicaid. Bradford Lucas is an expert in international health and social marketing with more than 20 years of experience leading complex global health projects and managing large teams. His program experience includes malaria and child health, reproductive health, and HIV/AIDS, and he has worked in numerous countries in Africa, Asia, and Latin America. Throughout his career, Lucas has been recognized for his thought leadership and initiative in piloting, scaling up, and replicating new products, services, and approaches; improving processes; and disseminating best practices.

Sarah Gibson is a project-management specialist with 23 years of experience in public policy research. She has more than 20 years of experience managing complex projects, implementing random assignment studies and researching and analyzing policy for clients such as the Social Security Administration and the Department of Housing and Urban Development. She is proficient in project management, including resource management, budgeting and quality control.
