Debra Kemp Fleischer is a certified Project Management Professional (PMP) with 25 years of experience supporting federal programs. She applies her background in environmental science and policy with communications expertise to inform and engage stakeholders about regulatory and voluntary programs. She has led the development and implementation of multi-media communications strategies for a variety of audiences, including non-profit organizations, industry, environmental groups, and federal staff. She has experience with plain language writing, message development, and risk communication. 

David Kaz, a principal associate in Abt’s Social and Economic Policy Division, has nearly 20 years of experience providing technical assistance, training, research, and policy analysis. He has worked on a wide range of programs and policies that affect low-income populations. He has directed, designed, and conducted both large- and small-scale, multi-faceted technical assistance projects for federal and state agencies and other clients and stakeholders. Clients have included the U.S. Department of Agriculture (USDA) Food and Nutrition Service, Washington State’s Department of Social and Health Services, King County, and the City of Seattle. He has worked on workforce legislation with members of Congress.

Laura Blake has more than 20 years of experience in leading scientific programs and research in the environmental science and policy domain. She has deep expertise in surface water quality restoration and protection and has spent her career designing and implementing scientific studies to support efforts to protect human health and aquatic environments. She has significant knowledge of Clean Water Act rules and regulations and has extensive experience supporting federal and state regulatory programs with implementation of and compliance with the federal Clean Water Act.

Francesca Lawe-Davies is a senior development specialist with more than 18 years of experience in government, non-government, private sector, and multilateral development organisations. She has broad experience leading teams in complex development programs across Southeast Asia and the Pacific. Francesca has worked with government and civil society leaders at all levels, providing strategic and technical advice and guiding programmatic support on education policy and delivery, decentralisation, village governance, peacebuilding, and gender-based violence prevention and response services.

James Gilling, regional vice president, East Asia and Pacific, has almost 40 years of experience in social and economic development in low- and middle-income countries. He has overseen Australian aid programs worth hundreds of millions of dollars and managed large teams of Australian and overseas staff, including as head of the Australian aid program in Indonesia. James has worked for United Kingdom (UK) and Papua New Guinea governments as an agricultural economist. He has also worked as a consultant economist with Oxford Policy Management in the UK and was an economic analyst with the Office of National Assessments in Australia.

Graham Teskey leads Abt Global’s Global Governance practice out of Canberra, Australia. He has 40 years of experience in governance and international development. He has worked with (and for) for the U.K.’s Department for International Development, (the forerunner to the Foreign, Commonwealth and Development Office), the World Bank, and Australia’s Department of Foreign Affairs and Trade. Graham has lived and worked in multiple countries, including Kenya, Tanzania, Uganda, Rwanda, Zambia, Zimbabwe, Malawi, Fiji, Vanuatu, Indonesia, Papua New Guinea, Solomon Islands, Philippines, and Timor-Leste.

Ally Lynch has nine years of experience managing international development and humanitarian projects in the Asia Pacific region. She has led programming across a range of impact areas, including nature-based solutions for climate, food security, livelihoods, climate resilience, and disaster risk reduction.

Dr. Caroline Logan is a senior associate and health services researcher with over 15 years of experience in policy-focused mixed methods evaluation design, rigorous data collection and analysis, and development of integrated mixed methods reports and deliverables. Her expertise in federal and state health policy includes Medicare and Medicaid financing and delivery systems, care transformation and system integration, maternal health, the health and well-being of children, and the intersection of health and housing.

Dr. Reerink has more than 25 years of experience in promoting gender equality and social inclusion in international development, with a strong focus on the Asia-Pacific region.
