RFT-2025-020 Development and Deployment of FEMIS Mobile Application
Background
The Fiji Program Support Platform (FPSP, also referred to as the ‘Platform’) is an Australian Government Department of Foreign Affairs and Trade (DFAT) funded initiative. Commencing from January 2025, it will contribute to the delivery of Fiji’s national development priorities, in line with Australia's International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.
The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs. The Fiji Program Support Platform will operate until 30 September 2029.
The Opportunity
Abt Global, through the FPSP are approaching the market for FPSP-RFT-2025-020 Australia Fiji Education Program (AFEP) – FEMIS App. The Platform seeks a Consultant to develop and deploy the FEMIS Mobile application.
Qualification of Service Providers

Request for Quotation: PATH-2025-RFQ-08 - Fiduciary Agent for West Sepik Provincial Health Authority
Overview
The Accelerated Immunisation and Health System Strengthening Program, Phase 2 (AIHSS2) is part of the Papua New Guinea–Australia Transition to Health (PATH) program, managed by Abt Global. AIHSS2 is funded by the Governments of Australia and New Zealand and Gavi, the Vaccine Alliance (Gavi).
AIHSS has provided critical support to Provincial Health Authorities (PHAs) and the Bougainville Department of Health (BDoH) since 2019. The program funds core resource mobilisation costs, such as fuel, transport and travel expenses to enable mobile outreach to occur.
In addition to funding critical vaccination service delivery costs, AIHSS2 has sought to strengthen Public Financial Management (PFM) and planning by providing tailored support to PHAs/BDoH. AIHSS2 is uniquely placed to reform elements of PFM and planning by tying capability building to a tangible vaccination program, rather than seeking to improve PFM and planning in a vacuum.
AIHSS2 has three End of Program Outcomes (EOPOs) that include:
- PHAs/BDoH increase vaccination coverage in selected provinces and decrease the number of children receiving no vaccines.
- PHA/BDoH planning and PFM capabilities and practices are strengthened.
- PHAs/BDoH embed gender equality, disability and social inclusion principles in routine immunisation to increase equity and reach of routine immunisation service delivery.
Brief
The Contractor is required to provide the following Accounting and Financial Advisory services:
- Perform accounting services and financial monitoring.
- Professional services delivered to ensure proper accounting processes and internal controls are in place.
- Work closely with WSPHA to develop an action plan based on key recommendations from the Independent PFM assessment report (December 2025) and support the PHA with its implementation and periodic reporting.
- Conduct in-person visits in West Sepik PHA office to understand their processes, Corrective Action Plan status, and to establish relationships.
- Timely participation and support of the annual grant audit or other compliance requirements as identified by the independent PFM assessment report.
