Principal Associate, Social & Economic Policy

Meryl Finkel leads Abt Global’s Housing and Communities Practice, overseeing large-scale housing; community and economic development; and social policy data collection, analysis and technical assistance projects. Clients include the U.S. Department of Housing and Urban Development, Consumer Financial Protection Bureau, and Corporation for National and Community Service, as well as foundations and state and local governments.

Finkel also serves as principal investigator of a number of studies — one to assist HUD in developing a new formula allocating administrative fees in the Housing Choice Voucher Program and a recently completed study to evaluate the Rapid Re-Housing for Families Demonstration. She also led a congressionally mandated study of the capital needs in the nation’s public housing stock.
