Natalie Matthews has over 15 years of experience in the field of homelessness, with a focus on direct service, system planning, database administration, and technical assistance and implementation (TA). Since joining Abt in 2009, Matthews has served in a variety of roles on its U.S. Department of Housing and Urban Development (HUD) Community Compass TA cooperative agreements. She’s also worked on several locally and U.S. Department of Veterans Affairs (VA)-funded TA projects, as well as research, monitoring and evaluation projects.  She served as the project director for the VA’s Supportive Services for Veteran Families (SSVF) monitoring project, served on the evaluation team for HUD’s first evaluation of rapid re-housing programs for families (2012), and led the evaluation of Hartford Connecticut’s homelessness prevention and rapid re-housing program (2014).

Leonard M. Hicks, whose 20+ years of experience in business operations and financial management includes leading large-scale growth and transformation for Lockheed Martin and the Mission Essential Group, is Abt Global’s chief financial officer and a member of the executive management team. He is a proven entrepreneur who brings best-in-class leadership and collaborative approaches to problem solving.

Brooke Abrams is a trained political scientist and researcher. With over 11 years of experience, she specializes in applied housing and health, bringing expertise in managing and contributing to place-based, mixed-method, and community-centered solutions. Her work spans research, evaluation, and technical assistance (TA) projects across diverse policy domains, delivering innovative and tailored strategies to drive impactful change.As a Client Solutions Architect at Abt, Abrams plays a pivotal role in designing client-focused frameworks and solutions that emphasize rigorous, data-informed, multi-disciplinary, and population-tailored design. She specializes in community-specific, monitoring, evaluation, and technical assistance approaches to engage and work alongside persons with lived expertise.

Niko Dietsch has 20 years of experience working on domestic and international government initiatives to support the clean energy transition and improve air quality. Dietsch has expertise in clean energy policy evaluation, federal voluntary program delivery, and international capacity building. He spent 16 years at the U.S. Environmental Protection Agency’s (EPA) State and Local Branch working to advance clean energy as a strategy to help states meet their clean air and climate change requirements. This included playing a lead role in developing the energy efficiency provisions of EPA’s Clean Power Plan and establishing regulations that allow states and cities to include renewables and energy efficiency in their Clean Air Act (CAA) plans.

Dr. Lianne Fisman is an experienced researcher and a recognized expert in qualitative and mixed method research design, and analysis. She specializes in evaluating and strengthening programs that support economically disadvantaged individuals and communities. Dr. Fisman currently leads Abt’s Qualitative and Mixed Methods sub-capability. During her tenure at Abt, Dr. Fisman has served as project director and task leader on projects related to a variety of policy areas, including housing, youth and community development, education, and financial wellness.

Nichole Fiore is a Principal Associate with over 15 years of experience evaluating housing and homelessness programs across the country, developing deep expertise on homeless service systems, organizational capacity, political and community will, unsheltered homelessness, and permanent supportive housing. Recognizing the critical link between stable, safe housing and overall well-being, Fiore is proven leader bringing together stakeholders who work across many jurisdictions and sectors to address the needs and improve the lives of people experiencing homelessness. She is a regular source for media outlets, often on the topic of homelessness in California.

Eduardo Castellon has two decades of experience helping public sector clients—from the U.S. Agency for International Development (USAID) and the U.S. Postal Service (USPS) to the Department of Housing and Urban Development—grow and refine their operations and impact. He has extensive experience delivering consulting expertise focused on artificial intelligence (AI), supply chain, procurement, financial management, and advanced analytics. His technological, consultative, and entrepreneurial skills help clients find new ways to address challenges ranging from affordable housing to homelessness to guaranteed income. He also has extensive expertise in technical assistance and implementation (TA&I) approaches. And his management experience includes developing high-performing teams through skills and career development and succession planning.

Jessen Carroll is a human resources (HR) professional with more than 20 years of experience overseeing all aspects of HR, organizational communications, governance, and administration functions. She has experience leading organizational integrations and change management efforts. She also has operations management, business analysis, business process improvement, and project management experience. She can balance tactical day-to-day operational needs with a strategic grasp of long-term business objectives. 

In his career as a senior finance and operations executive, Rehberger most recently served as the Senior Vice President, Chief Financial Officer of Engility, a Virginia-based government contractor.  He held similar positions with TASC from 2010 until its merger with Engility in 2015.  Rehberger helped guide both companies as the government industry cycled through a severe downturn and recovery, counseling the Board of Directors regarding strategy, enterprise risk management, cyber security, and compensation.  He previously held executive positions with telecommunications firms XO Communications and MCI. In 2017, Virginia Business awarded Rehberger the Virginia CFO of the Year award for his outstanding commitment to financial stewardship and dedication to the success of Engility.

Gerald Adolph is an expert in growth strategy, acquisition strategy and merger integration planning for corporate and mission driven organizations. He led the Global Mergers & Restructuring Practice and was elected senior partner over a 35-year career with Booz Allen Hamilton and its successor strategy companies.Adolph was one of the lead practitioners and developers of Booz's very successful capabilities-driven approach to strategy.  During his consulting career he has primarily focused on assisting clients with growth strategies, new business development, innovation strategy and business redefinition. He often works with companies/entities undergoing very significant industry disruption.
