Allan Porowski joined the Social and Economic Policy Division of Abt Global in 2014 as a principal associate. He is a leading expert in the design, execution and analysis of randomized controlled trials, quasi-experimental studies and national cross-site evaluations of education, health and other social interventions.

Matthew Eby has over 20 years of leadership experience in supporting life science research and consulting for military, federal public health, and international agencies. His diverse career spans basic and applied research on environmental bioremediation, designing nanomaterials to combat antimicrobial resistance, and protecting our nation against bioterrorism. He also led federal and international agencies in modernizing public health systems and pandemic response efforts. Clients have included the Air Force, Navy, Army, Defense Advanced Research Projects Agency, Centers for Disease Control and Prevention (CDC), Food and Drug Administration, National Institutes of Health, and United Arab Emirates. He  has authored more than 20 peer-reviewed publications with 1000+ citations. He also is an active supporter of local community initiatives that tackle affordable housing, food insecurity, and systemic poverty.

Lisa Simeon is Abt Global’s Chief Operations Officer.  In this role, Simeon is establishing a global operations function to cover all aspects of project management. It will include continuous improvement and scalability of Abt’s standards, processes, and digital platforms for project start-up and closeout, workforce planning, risk management, and quality review to achieve strong financial performance and ensure client satisfaction across the company. She will continue to oversee Human Resources and will add responsibility for global security operations and emergency response to her portfolio.

Michael R. Anderson is Chief Executive Officer of MedAccess, a not-for-profit social-finance company based in London. He has expertise in global development, health, nutrition, and climate issues. Anderson has worked in the public, private, and nonprofit sectors in Africa, the Middle East, and India. He held multiple roles within the U.K.’s Department for International Development (DFID) from 2003 to 2013, the final one being Director General . He subsequently became the first salaried CEO of the Children’s Investment Fund Foundation, one of the largest philanthropies in Europe. 

Moira Forbes is a health policy leader with over 25 years of experience working with state and federal agencies on Medicaid and CHIP policy and operations. She focuses on providing time-sensitive, evidence-based analysis to support policymaking, operational planning, and program evaluation. She has worked with a wide range of health care stakeholders including providers, employers, public and private payers, foundations, trade associations, the Centers for Medicare & Medicaid Services and other health and human services agencies, state legislatures, and Congress. These diverse experiences help her provide well-informed insights for clients at all stages of the program lifecycle.

Jessen Carroll is a human resources (HR) professional with more than 20 years of experience overseeing all aspects of HR, organizational communications, governance, and administration functions. She has experience leading organizational integrations and change management efforts. She also has operations management, business analysis, business process improvement, and project management experience. She can balance tactical day-to-day operational needs with a strategic grasp of long-term business objectives. 

Ally Lynch has nine years of experience managing international development and humanitarian projects in the Asia Pacific region. She has led programming across a range of impact areas, including nature-based solutions for climate, food security, livelihoods, climate resilience, and disaster risk reduction.

ZeAmma Brathwaite has over 20 years of experience partnering with private organizations and federal agencies to improve access to care and health outcomes for individuals and communities. A certified project management professional, Brathwaite has extensive experience leading multidisciplinary teams in the design, implementation, and evaluation of complex, large-scale transformation efforts using improvement science methods and tools to accelerate change.

Jeffrey (Jeff) Leone is a senior growth leader with more than 20 years of experience leading growth teams and managing complex business development functions such as capture, bids and proposals, market intelligence and competitive assessment, pipeline development, and sales analytics.  Leone’s experience cuts across a range of U.S. domestic and international development markets at Abt and at large, global companies. 

Jake Zebell is a technology leader with more than 20 years of experience in federal modernization, enterprise architecture, applied AI, and secure system delivery.
