He also has extensive expertise in technical assistance and implementation (TA&I) approaches. And his management experience includes developing high-performing teams through skills and career development and succession planning.

Patrick Ransom is an environmental engineer and certified cost estimator with more than 30 years of experience evaluating environmental technologies, policies, and regulatory costs. 

Jennifer S. Riggs, Ph.D., brings her extensive research, policy, and nursing experience to improve care for patients, especially older adults. Her clinical area of expertise is Medicare-certified home health and home and community-based care for adults and older adults with multiple co-occurring chronic conditions and complex care coordination needs.

Jessen Carroll is a human resources (HR) professional with more than 20 years of experience overseeing all aspects of HR, organizational communications, governance, and administration functions. She has experience leading organizational integrations and change management efforts. She also has operations management, business analysis, business process improvement, and project management experience. She can balance tactical day-to-day operational needs with a strategic grasp of long-term business objectives. 

Radha Roy is a mixed-methods researcher and senior evaluation leader with over 16 years of experience designing and directing large-scale federal evaluations of workforce development, income support, and education programs.

Lauren Pittenger comes to Abt with more than 20 years of experience working in or as a consultant to federal government agencies. She has strong grounding in research and research-based consulting to government clients. She also has extensive experience leading and growing business, managing technical and scientific projects, and coaching and supporting account teams. She has served as a director at Guidehouse, scientific program manager at Booz Allen Hamilton, and lab manager at the U.S. Department of Agriculture. She has worked with the Centers for Disease Control and Prevention (CDC), Food and Drug Administration (FDA), the Canadian Public Health Laboratory Network, the Gates Foundation and the Association of Public Health Laboratories.

James Gilling, regional vice president, East Asia and Pacific, has almost 40 years of experience in social and economic development in low- and middle-income countries. He has overseen Australian aid programs worth hundreds of millions of dollars and managed large teams of Australian and overseas staff, including as head of the Australian aid program in Indonesia. James has worked for United Kingdom (UK) and Papua New Guinea governments as an agricultural economist. He has also worked as a consultant economist with Oxford Policy Management in the UK and was an economic analyst with the Office of National Assessments in Australia.

Mariandrea Chamorro has 20 years of experience managing international development programs. She has provided oversight for the high-quality and compliant execution of large flagship USAID programs while contributing to business development. Chamorro’s areas of expertise include prevention of vector-borne diseases, infectious diseases, maternal and child health, and health systems strengthening. Her clients have included the U.S. Agency for International Development (USAID), the Australian Department of Foreign Affairs and Trade (DFAT), and the UK’s Foreign Commonwealth & Development Office (FCDO). 

Shelby Hickman is a mixed methods research and evaluation professional with 14 years of experience in program evaluation, training and technical assistance, and analysis of criminal and juvenile justice administrative data. Dr. Hickman has expertise in overseeing studies funded by the Departments of Justice and Health and Human Services. She has experience in causal inference methods for both random assignment and quasi-experimental designs. Additionally, she is proficient in qualitative methodologies, such as semi-structured interviews, focus groups, cognitive interviews, and observations. Hickman is also an expert in forced labor and human trafficking.

Harold Poston has more than 25 years of experience in federal IT, with deep subject matter expertise across Health IT modernization, Defense Health Agency programs, and Army enterprise IT transformation. Poston leads Abt’s growth strategy for Military Health and VA, connecting federal clients to Abt’s capabilities in digital transformation, data services, and program modernization.
