Douglas W. Elmendorf, Ph.D., is Lucius N. Littauer Professor of Public Policy at Harvard University’s John F. Kennedy School of Government. He served as Dean of the Kennedy School from 2016 to 2024 and was previously Director of the Congressional Budget Office from 2009 to 2015.Elmendorf has held senior economic positions with the Federal Reserve Board, the President’s Council of Economic Advisers, and the Treasury Department, where he was Deputy Assistant Secretary for Economic Policy. He is a widely respected economist who has deep knowledge of many of Abt’s core research areas, including health care policy and approaches to increasing economic security.Elmendorf is the author of more than 30 publications and has testified before Congress on economic issues 50 times since 2005. 

Dr. Ndombour Gning Cisse is a biologist and scientist with 16 years of experience in public health and environmental health management, particularly in malaria vector control in Africa. She has experience in all aspects of insecticide spraying operations, including planning, training, supervision, human resources talent management, leadership development, strategic planning, project implementation, and capacity development assignments in four countries.

Jennifer S. Riggs, Ph.D., brings her extensive research, policy, and nursing experience to improve care for patients, especially older adults. Her clinical area of expertise is Medicare-certified home health and home and community-based care for adults and older adults with multiple co-occurring chronic conditions and complex care coordination needs.

Jane Pepperall is a senior health professional with over 30 years of experience in global health policy development and in supporting national health sector development in the Pacific, Asia, and Africa. She has focused on strategy and investments to strengthen health systems and health financing. Jane worked for the United Kingdom Department for International Development (DFID) (now the Foreign, Commonwealth and Development Office) for 20 years, including health adviser postings in Uganda, Kenya, Zimbabwe, Lesotho, Pakistan, and the Pacific. More recently she has been providing health strategy, policy, and technical advice to the Australian Department of Foreign Affairs and Trade (DFAT).

Rodrigue Fiacre Ahoumènou Agossa is a public health entomologist with more than 12 years of experience in control and elimination of infectious diseases, particularly malaria control programs. His expertise includes project management; research; vector control tools development and evaluation; case management; and health system strengthening. He also has worked on development, consolidation, and popularization of norms, policies, and guidelines for the fight against malaria and neglected tropical diseases. He has collaborated with the Global Fund, World Health Organization, Against Malaria Foundation, and Ministry of Health.

Matthew Eby has over 20 years of leadership experience in supporting life science research and consulting for military, federal public health, and international agencies. His diverse career spans basic and applied research on environmental bioremediation, designing nanomaterials to combat antimicrobial resistance, and protecting our nation against bioterrorism. He also led federal and international agencies in modernizing public health systems and pandemic response efforts. Clients have included the Air Force, Navy, Army, Defense Advanced Research Projects Agency, Centers for Disease Control and Prevention (CDC), Food and Drug Administration, National Institutes of Health, and United Arab Emirates. He  has authored more than 20 peer-reviewed publications with 1000+ citations. He also is an active supporter of local community initiatives that tackle affordable housing, food insecurity, and systemic poverty.

T.J. Pepping is an environmental scientist with 13 years of experience working in the intersection of data analysis and communication, helping clients interpret environmental data and share important information with the public. 

Kristin Heck, JD, MBA, has more than 10 years of experience managing and directing technical teams in the development of digital solutions. Ms. Heck designs and oversees the creation and implementation of technology solutions that align to agency and administration goals. In addition, she often works closely with program leadership to set key solution objectives, manage the development and product roadmap, analyze customer feedback, and prioritize feature development.

Geoff Scahill has over 20 years of experience working in and managing international development programs. He has worked extensively within Papua New Guinea (PNG) and the Pacific – predominantly in Indonesia, Fiji, Samoa, and the Solomon Islands. He brings a long history as a health sector professional and has held roles as a health management advisor and health systems adviser in Pacific Island Countries. Geoff draws on his background in finance and economics to work with counterparts to increase efficiencies within the programs Abt Global delivers.

Joe Donahue is an environmental policy specialist and portfolio manager with more than 15 years of experience supporting governments in developing and implementing policies and programs focused on climate change, clean energy, ozone layer protection, and solid waste management. His work spans both domestic and international programs and initiatives. Technical areas of expertise include climate change mitigation strategies; international capacity building; greenhouse gas quantification methods; short-lived climate pollutants, especially methane, black carbon, and hydrofluorocarbons; and clean energy policies.
