Dr. Heinrich Hock is an economist with 19 years of experience conducting research on labor, education, disability employment, and social insurance. His work focuses on producing results that help policymakers and program staff understand outcomes for priority populations and research-based options for improving outcomes. He develops rigorous and feasible plans for research designs, data collection and analysis, and dissemination of findings. Hock has led work on over a dozen labor-related projects for the U.S. Department of Labor (DOL) and other funders to assess the outcomes for groups such as dislocated workers, youth and adult jobseekers with disabilities, and veterans, among other groups. Hock also has played a key role in U.S. Department of Education (ED) studies to identify solutions for improving career outcomes among special education and adult education participants. 

David Kaz, a principal associate in Abt’s Social and Economic Policy Division, has nearly 20 years of experience providing technical assistance, training, research, and policy analysis. He has worked on a wide range of programs and policies that affect low-income populations. He has directed, designed, and conducted both large- and small-scale, multi-faceted technical assistance projects for federal and state agencies and other clients and stakeholders. Clients have included the U.S. Department of Agriculture (USDA) Food and Nutrition Service, Washington State’s Department of Social and Health Services, King County, and the City of Seattle. He has worked on workforce legislation with members of Congress.

Jennifer S. Riggs, Ph.D., brings her extensive research, policy, and nursing experience to improve care for patients, especially older adults. Her clinical area of expertise is Medicare-certified home health and home and community-based care for adults and older adults with multiple co-occurring chronic conditions and complex care coordination needs.

Diane Fraser started out working in art departments for a marketing product manufacturer in high school and a consulting firm in college. After college, she began a career in non-profits, where she developed and managed communications, public relations, fundraising, and events.

Graham Teskey leads Abt Global’s Global Governance practice out of Canberra, Australia. He has 40 years of experience in governance and international development. He has worked with (and for) for the U.K.’s Department for International Development, (the forerunner to the Foreign, Commonwealth and Development Office), the World Bank, and Australia’s Department of Foreign Affairs and Trade. Graham has lived and worked in multiple countries, including Kenya, Tanzania, Uganda, Rwanda, Zambia, Zimbabwe, Malawi, Fiji, Vanuatu, Indonesia, Papua New Guinea, Solomon Islands, Philippines, and Timor-Leste.

Sanjoti Parekh has 20 years of experience serving in leadership, management, and advisory roles in the Australian healthcare industry. Prior to that she worked as a clinician for five years. With expertise in public health, epidemiology, and primary care, she leads policy and program reviews, rapid and systematic literature reviews, health services planning, and development of population health strategies. In addition, Sanjoti oversees outcome and impact evaluations, post-implementation reviews, and quality-improvement, governance, and research programs.

Teresa Mota, BSN, RN is an Associate/Nurse Researcher and a sought-after clinical researcher on federal and state projects emphasizing aging, long-term care, and improving the care experience. Mota has an extensive clinical and health services research background in geriatric nursing, and she specializes in post-acute care, quality improvement (QI) and supporting community-based providers and stakeholders to assist them in the identification of best-practices, develop resources and tools, communications, and implementation of QI initiatives. His diverse career spans basic and applied research on environmental bioremediation, designing nanomaterials to combat antimicrobial resistance, and protecting our nation against bioterrorism. He also led federal and international agencies in modernizing public health systems and pandemic response efforts. Clients have included the Air Force, Navy, Army, Defense Advanced Research Projects Agency, Centers for Disease Control and Prevention (CDC), Food and Drug Administration, National Institutes of Health, and United Arab Emirates. He  has authored more than 20 peer-reviewed publications with 1000+ citations. He also is an active supporter of local community initiatives that tackle affordable housing, food insecurity, and systemic poverty.
