Moira Forbes is a health policy leader with over 25 years of experience working with state and federal agencies on Medicaid and CHIP policy and operations. She focuses on providing time-sensitive, evidence-based analysis to support policymaking, operational planning, and program evaluation. She has worked with a wide range of health care stakeholders including providers, employers, public and private payers, foundations, trade associations, the Centers for Medicare & Medicaid Services and other health and human services agencies, state legislatures, and Congress. These diverse experiences help her provide well-informed insights for clients at all stages of the program lifecycle.

Geoff Scahill has over 20 years of experience working in and managing international development programs. He has worked extensively within Papua New Guinea (PNG) and the Pacific – predominantly in Indonesia, Fiji, Samoa, and the Solomon Islands. He brings a long history as a health sector professional and has held roles as a health management advisor and health systems adviser in Pacific Island Countries. Geoff draws on his background in finance and economics to work with counterparts to increase efficiencies within the programs Abt Global delivers.

James Gilling, regional vice president, East Asia and Pacific, has almost 40 years of experience in social and economic development in low- and middle-income countries. He has overseen Australian aid programs worth hundreds of millions of dollars and managed large teams of Australian and overseas staff, including as head of the Australian aid program in Indonesia. James has worked for United Kingdom (UK) and Papua New Guinea governments as an agricultural economist. He has also worked as a consultant economist with Oxford Policy Management in the UK and was an economic analyst with the Office of National Assessments in Australia.

Julio Pacca is a psychologist and innovative leader with more than 20 years of experience in health care. He focuses on HIV and AIDS; maternal health; adolescent health; and health systems strengthening. Pacca has worked with donors such as the US Agency for International Development (USAID), the Centers for Disease Control and Prevention, the United Nations, the World Bank, bi-lateral Scandinavian donors, and the William and Flora Hewlett, Goldman, and Bill and Melinda Gates foundations.

Lisanne F. Brown has more than 20 years of experience in public health evaluation and research and a background in epidemiologic and program evaluation methods. She has worked on numerous evaluation and applied research studies for local, state and federal agencies. Her areas of expertise include maternal and child health, health care access, integration of primary care and behavioral health, community-centered health homes, social determinants of health, mixed methods evaluation design and implementation, survey design, and evaluation capacity building.

David Cooley is an environmental scientist with more than 15 years of experience working in climate change and environmental management. His work has focused on the interactions between climate change mitigation, air pollution reductions, and improvements in public health. He has managed multiple projects for the U.S. Environmental Protection Agency (EPA), U.S. Agency for International Development, and the New York State Energy Research and Development Authority (NYSERDA) to evaluate opportunities to reduce greenhouse gas (GHG) and air pollutant emissions.

Elizabeth Giardino’s evaluation and technical assistance work on housing, community development, asset building, and government innovation policies and programs promotes opportunity and healthy outcomes for people across the U.S. Giardino specializes in leading teams, strategic planning, and relationship building, and has proven expertise in incorporating community-based participatory research into technical assistance engagements.

Meghan Henry is a social science researcher with over 15 years of experience in public policy and program evaluation, specifically in the fields of housing and homelessness and the intersection of homelessness and education. Henry has extensive experience leading evaluations, including large data collection efforts, conducting qualitative data collection, data analysis, and outcome evaluations. As project director of the U.S. Department of Housing and Urban Development’s (HUD) Annual Homeless Assessment Report (AHAR) to Congress, she has considerable experience synthesizing large amounts of information to make the data accessible and actionable for federal, state, local, and philanthropic clients.
