She has worked with a wide range of health care stakeholders including providers, employers, public and private payers, foundations, trade associations, the Centers for Medicare & Medicaid Services and other health and human services agencies, state legislatures, and Congress. These diverse experiences help her provide well-informed insights for clients at all stages of the program lifecycle.

With over 11 years of experience, she specializes in applied housing and health, bringing expertise in managing and contributing to place-based, mixed-method, and community-centered solutions. Her work spans research, evaluation, and technical assistance (TA) projects across diverse policy domains, delivering innovative and tailored strategies to drive impactful change.As a Client Solutions Architect at Abt, Abrams plays a pivotal role in designing client-focused frameworks and solutions that emphasize rigorous, data-informed, multi-disciplinary, and population-tailored design. She specializes in community-specific, monitoring, evaluation, and technical assistance approaches to engage and work alongside persons with lived expertise.

Dr. Jonathan Dorn has more than 20 years of experience in the environment and energy space. He specializesin air pollutant emissions inventory development, air quality, data visualization, regulatory program support, energy systems, and air pollutant mitigation strategies.

Natalie Matthews has over 15 years of experience in the field of homelessness, with a focus on direct service, system planning, database administration, and technical assistance and implementation (TA). Since joining Abt in 2009, Matthews has served in a variety of roles on its U.S. Department of Housing and Urban Development (HUD) Community Compass TA cooperative agreements. She’s also worked on several locally and U.S. Department of Veterans Affairs (VA)-funded TA projects, as well as research, monitoring and evaluation projects.  She served as the project director for the VA’s Supportive Services for Veteran Families (SSVF) monitoring project, served on the evaluation team for HUD’s first evaluation of rapid re-housing programs for families (2012), and led the evaluation of Hartford Connecticut’s homelessness prevention and rapid re-housing program (2014).

Kate Stillman is a technical leader with more than 25 years of experience in program design, systems thinking, evidence generation and use, monitoring, evaluation and learning, and project management. She has deep experience in global development with specialties in health systems strengthening, infectious and vector-borne diseases, maternal and child health, and sustainability. She drives Abt’s efforts to strengthen the generation, management, and use of high-quality data to inform decisions and improve program quality.

Shelby Hickman is a mixed methods research and evaluation professional with 14 years of experience in program evaluation, training and technical assistance, and analysis of criminal and juvenile justice administrative data. Dr. Hickman has expertise in overseeing studies funded by the Departments of Justice and Health and Human Services. She has experience in causal inference methods for both random assignment and quasi-experimental designs. Additionally, she is proficient in qualitative methodologies, such as semi-structured interviews, focus groups, cognitive interviews, and observations. Hickman is also an expert in forced labor and human trafficking.

Sean McClellan, Ph.D. is a mixed-methods researcher with over a decade of experience in full cycle health services research. He has experience managing research projects, developing analytic designs, cleaning and analyzing administrative data, fielding rigorous surveys, conducting qualitative interviews, and communicating findings in plain language.

Elizabeth Giardino’s evaluation and technical assistance work on housing, community development, asset building, and government innovation policies and programs promotes opportunity and healthy outcomes for people across the U.S. Giardino specializes in leading teams, strategic planning, and relationship building, and has proven expertise in incorporating community-based participatory research into technical assistance engagements.
