Didar Ali Didar
Technical Adviser for Monitoring, Evaluation, Research and Learning
Didar Ali Didar is technical advisor for monitoring, evaluation, research, and learning (MERL) in Abt’s International Technical Practice (ITP). He has more than 10 years of experience in MERL, project design, and management in the areas of agriculture, food security, economic inclusion, civil society, governance, health, and education. He also has experience in women’s rights advocacy, including designing and implementing advocacy plans and organizing national and international events.
Katharine Witgert
Principal Associate, Health & Environment
Katharine Witgert is a health policy researcher with 20 years of public health and health care policy experience. Witgert manages research and analysis of health system innovations, conducting program evaluations for federal clients, including design, implementation, and reporting of findings. She provides technical assistance to state officials, primarily in the areas of Medicaid reforms and building Medicaid agency partnerships with public health, behavioral health, and social services programs.

Kate Stillman is a technical leader with more than 25 years of experience in program design, systems thinking, evidence generation and use, monitoring, evaluation and learning, and project management. She has deep experience in global development with specialties in health systems strengthening, infectious and vector-borne diseases, maternal and child health, and sustainability. She drives Abt’s efforts to strengthen the generation, management, and use of high-quality data to inform decisions and improve program quality.
