Kristin Heck, JD, MBA, has more than 10 years of experience managing and directing technical teams in the development of digital solutions. Ms. Heck designs and oversees the creation and implementation of technology solutions that align to agency and administration goals. In addition, she often works closely with program leadership to set key solution objectives, manage the development and product roadmap, analyze customer feedback, and prioritize feature development.

Elizabeth Giardino’s evaluation and technical assistance work on housing, community development, asset building, and government innovation policies and programs promotes opportunity and healthy outcomes for people across the U.S. Giardino specializes in leading teams, strategic planning, and relationship building, and has proven expertise in incorporating community-based participatory research into technical assistance engagements.

David Kaz, a principal associate in Abt’s Social and Economic Policy Division, has nearly 20 years of experience providing technical assistance, training, research, and policy analysis. He has worked on a wide range of programs and policies that affect low-income populations. He has directed, designed, and conducted both large- and small-scale, multi-faceted technical assistance projects for federal and state agencies and other clients and stakeholders. Clients have included the U.S. Department of Agriculture (USDA) Food and Nutrition Service, Washington State’s Department of Social and Health Services, King County, and the City of Seattle. He has worked on workforce legislation with members of Congress.

Jessen Carroll is a human resources (HR) professional with more than 20 years of experience overseeing all aspects of HR, organizational communications, governance, and administration functions. She has experience leading organizational integrations and change management efforts. She also has operations management, business analysis, business process improvement, and project management experience. She can balance tactical day-to-day operational needs with a strategic grasp of long-term business objectives. 

Didar Ali Didar is technical advisor for monitoring, evaluation, research, and learning (MERL) in Abt’s International Technical Practice (ITP). He has more than 10 years of experience in MERL, project design, and management in the areas of agriculture, food security, economic inclusion, civil society, governance, health, and education. He also has experience in women’s rights advocacy, including designing and implementing advocacy plans and organizing national and international events.

Baris Yener has more than 25 years of experience in executive leadership, growth strategy development, and organizational transformation. His business-development and project work has involved a wide range of clients, including the World Bank, Department of Defense, Department of Homeland Security, Centers for Disease Control and Prevention, and other private sector and federal agencies.As Chief Client Officer at Abt, Yener leads client strategy and growth to ensure the voice of the customer drives investment decisions, capability development, and market execution. 

Jennifer S. Riggs, Ph.D., brings her extensive research, policy, and nursing experience to improve care for patients, especially older adults. Her clinical area of expertise is Medicare-certified home health and home and community-based care for adults and older adults with multiple co-occurring chronic conditions and complex care coordination needs.

Jessica is a qualified international and community development practitioner with over 25 years of experience working in development in Southeast Asia, the Pacific and Australia. She holds a Bachelor of Asian Studies, Master of International and Community Development and a Graduate Certificate in Gender Policy and Mainstreaming. Jessica’s experience includes working with government, donors, multilaterals, the private sector, managing contractors and NGOs.
