She brings expertise from work with a variety of federal agencies, including Substance Abuse and Mental Health Services Administration (SAMHSA), National Institute of Mental Health, Department of Education, the Department of Health and Human Services’ Assistant Secretary for Planning and Evaluation, Social Security Administration, and Department of state. She also has worked with foundations, city governments, and universities. James Gilling, regional vice president, East Asia and Pacific, has almost 40 years of experience in social and economic development in low- and middle-income countries. He has overseen Australian aid programs worth hundreds of millions of dollars and managed large teams of Australian and overseas staff, including as head of the Australian aid program in Indonesia. James has worked for United Kingdom (UK) and Papua New Guinea governments as an agricultural economist. He has also worked as a consultant economist with Oxford Policy Management in the UK and was an economic analyst with the Office of National Assessments in Australia.

Lakshmi Shyam-Sunder is the former Vice President and World Bank Group Chief Risk Officer (2014-2024). Lakshmi was previously Chief Financial Officer at the Multilateral Investment Guarantee Agency (MIGA), and Director of Risk and Financial Policy at the International Finance Corporation both also part of the World Bank Group.

Joe Donahue is an environmental policy specialist and portfolio manager with more than 15 years of experience supporting governments in developing and implementing policies and programs focused on climate change, clean energy, ozone layer protection, and solid waste management. His work spans both domestic and international programs and initiatives. Technical areas of expertise include climate change mitigation strategies; international capacity building; greenhouse gas quantification methods; short-lived climate pollutants, especially methane, black carbon, and hydrofluorocarbons; and clean energy policies.

Matthew Eby has over 20 years of leadership experience in supporting life science research and consulting for military, federal public health, and international agencies. His diverse career spans basic and applied research on environmental bioremediation, designing nanomaterials to combat antimicrobial resistance, and protecting our nation against bioterrorism. He also led federal and international agencies in modernizing public health systems and pandemic response efforts. Clients have included the Air Force, Navy, Army, Defense Advanced Research Projects Agency, Centers for Disease Control and Prevention (CDC), Food and Drug Administration, National Institutes of Health, and United Arab Emirates. He  has authored more than 20 peer-reviewed publications with 1000+ citations. Katharine Witgert is a health policy researcher with 20 years of public health and health care policy experience. Witgert manages research and analysis of health system innovations, conducting program evaluations for federal clients, including design, implementation, and reporting of findings. She provides technical assistance to state officials, primarily in the areas of Medicaid reforms and building Medicaid agency partnerships with public health, behavioral health, and social services programs.

Robin Koralek is a seasoned evaluator and project director with over 30 years of experience in evaluating federal and state social welfare programs. Her expertise spans areas such as food assistance, employment and training cash assistance, and barriers to employment, including for those recovering from substance use disorders. She has worked with various governmental and non-profit organizations, focusing on program design, implementation, and outcomes.
