Lauren Dunton is a Principal Associate with almost two decades of experience as a social science researcher evaluating programs and analyzing policies relating to homelessness, housing, workforce, and education across the country. As a seasoned Project Director, Ms. Dunton has led complex research and technical assistance projects for a range of federal agencies, state governments, and national foundation and philanthropic organizations. She has expertise in qualitative and mixed-method data collection and analysis, leading project teams, and authoring reports. 

Joe Donahue is an environmental policy specialist and portfolio manager with more than 15 years of experience supporting governments in developing and implementing policies and programs focused on climate change, clean energy, ozone layer protection, and solid waste management. His work spans both domestic and international programs and initiatives. Technical areas of expertise include climate change mitigation strategies; international capacity building; greenhouse gas quantification methods; short-lived climate pollutants, especially methane, black carbon, and hydrofluorocarbons; and clean energy policies.

Dr. Fiona Mactaggart is a multi-disciplinary technical advisor with more than 10 years of experience in monitoring, evaluation, research, and learning (MERL); infectious disease control; and public health. As a co-lead of Abt's MERL portfolio, she draws on complexity theory and scientific methods to help clients test what works, discover why it works, and provide timely evidence-based recommendations to inform important decisions about policy and practice. Mactaggart contributes to business development, programme delivery, and thought leadership. She works in five key areas: monitoring (e.g., design of digital tools and visualisation platforms) research (e.g., cross-sectional survey design), evaluation methodologies (e.g., contribution analysis), learning (e.g., portfolio level evidence-informed strategic decision making), and cross-cutting MERL capabilities (e.g., adaptive management and GEDSI). Mactaggart has worked extensively in the Pacific and Southeast Asia.

Adam Schaefer has over 16 years’ experience developing and managing environmental epidemiology research and evaluation projects. He is an expert in the health impacts of environmental exposures and has worked on both national and international projects, focusing on infectious disease, toxicology, health surveillance, and One Health. Before coming to Abt, Schaefer was a researcher at Florida Atlantic University. He has published numerous epidemiological studies in peer-reviewed journals.

Jake Zebell is a technology leader with more than 20 years of experience in federal modernization, enterprise architecture, applied AI, and secure system delivery.

James Gilling, regional vice president, East Asia and Pacific, has almost 40 years of experience in social and economic development in low- and middle-income countries. He has overseen Australian aid programs worth hundreds of millions of dollars and managed large teams of Australian and overseas staff, including as head of the Australian aid program in Indonesia. James has worked for United Kingdom (UK) and Papua New Guinea governments as an agricultural economist. He has also worked as a consultant economist with Oxford Policy Management in the UK and was an economic analyst with the Office of National Assessments in Australia.

Elizabeth Giardino’s evaluation and technical assistance work on housing, community development, asset building, and government innovation policies and programs promotes opportunity and healthy outcomes for people across the U.S. Giardino specializes in leading teams, strategic planning, and relationship building, and has proven expertise in incorporating community-based participatory research into technical assistance engagements.

Meaghan E. Glenn is a social science research associate with more than 10 years of experience designing and conducting public health and nutrition research and evaluation studies.

Chris Long has over 35  years of management consulting and service delivery expertise in the public-sector market. At Abt, he is focused on shaping and driving delivery of strategy and transformation solutions to our clients. He provides executive oversight of operations, growth, delivery, and innovation, while fostering collaboration enterprise-wide.
