Kate Stillman is a technical leader with more than 25 years of experience in program design, systems thinking, evidence generation and use, monitoring, evaluation and learning, and project management. She has deep experience in global development with specialties in health systems strengthening, infectious and vector-borne diseases, maternal and child health, and sustainability. She drives Abt’s efforts to strengthen the generation, management, and use of high-quality data to inform decisions and improve program quality.

Jake Zebell is a technology leader with more than 20 years of experience in federal modernization, enterprise architecture, applied AI, and secure system delivery.

Kristin Heck, JD, MBA, has more than 10 years of experience managing and directing technical teams in the development of digital solutions. Ms. Heck designs and oversees the creation and implementation of technology solutions that align to agency and administration goals. In addition, she often works closely with program leadership to set key solution objectives, manage the development and product roadmap, analyze customer feedback, and prioritize feature development.

Natalie Matthews has over 15 years of experience in the field of homelessness, with a focus on direct service, system planning, database administration, and technical assistance and implementation (TA). Since joining Abt in 2009, Matthews has served in a variety of roles on its U.S. Department of Housing and Urban Development (HUD) Community Compass TA cooperative agreements. She’s also worked on several locally and U.S. Department of Veterans Affairs (VA)-funded TA projects, as well as research, monitoring and evaluation projects.  She served as the project director for the VA’s Supportive Services for Veteran Families (SSVF) monitoring project, served on the evaluation team for HUD’s first evaluation of rapid re-housing programs for families (2012), and led the evaluation of Hartford Connecticut’s homelessness prevention and rapid re-housing program (2014).

Jodi Anthony, ScD, is a social epidemiologist with over two decades of mixed-methods evaluation, strategic consulting, and technical assistance experience focused on improving health for women, children, and families. Dr. Anthony brings expertise from her work with a variety of federal agencies, including Health Resources Services Administration (HRSA), Centers for Medicare & Medicaid Services (CMS), the Department of Health and Human Services’ Assistant Secretary for Planning and Evaluation and Office of Population Affairs. She also has worked with health systems, foundations, city and state governments, universities, and community coalitions.

Graham Teskey leads Abt Global’s Global Governance practice out of Canberra, Australia. He has 40 years of experience in governance and international development. He has worked with (and for) for the U.K.’s Department for International Development, (the forerunner to the Foreign, Commonwealth and Development Office), the World Bank, and Australia’s Department of Foreign Affairs and Trade. Graham has lived and worked in multiple countries, including Kenya, Tanzania, Uganda, Rwanda, Zambia, Zimbabwe, Malawi, Fiji, Vanuatu, Indonesia, Papua New Guinea, Solomon Islands, Philippines, and Timor-Leste.

Baris Yener has more than 25 years of experience in executive leadership, growth strategy development, and organizational transformation. His business-development and project work has involved a wide range of clients, including the World Bank, Department of Defense, Department of Homeland Security, Centers for Disease Control and Prevention, and other private sector and federal agencies.As Chief Client Officer at Abt, Yener leads client strategy and growth to ensure the voice of the customer drives investment decisions, capability development, and market execution. 

Marianne El-Khoury is a seasoned health professional with a proven track record of leading and managing large-scale health programs. At Abt, she has held senior management and technical roles on USG-funded projects in health systems strengthening, infectious diseases, and private sector health. She has also led research and evaluation studies in family planning and reproductive health, maternal and child health, and health financing.

Ally Lynch has nine years of experience managing international development and humanitarian projects in the Asia Pacific region. She has led programming across a range of impact areas, including nature-based solutions for climate, food security, livelihoods, climate resilience, and disaster risk reduction.
