Meghan Lynch, Sc.D., is an accomplished manager of cross-disciplinary teams, with 20 years of experience specializing in toxicology and human health risk assessment. She is skilled at interpreting, evaluating, and communicating toxicological and epidemiological information for hazardous substances. She has managed a variety of projects for ATSDR, OSHA, EPA, and nonprofit agencies. Her work spans research, evaluation, and technical assistance (TA) projects across diverse policy domains, delivering innovative and tailored strategies to drive impactful change.As a Client Solutions Architect at Abt, Abrams plays a pivotal role in designing client-focused frameworks and solutions that emphasize rigorous, data-informed, multi-disciplinary, and population-tailored design. She specializes in community-specific, monitoring, evaluation, and technical assistance approaches to engage and work alongside persons with lived expertise.

Allan Porowski joined the Social and Economic Policy Division of Abt Global in 2014 as a principal associate. He is a leading expert in the design, execution and analysis of randomized controlled trials, quasi-experimental studies and national cross-site evaluations of education, health and other social interventions.

Matthew Eby has over 20 years of leadership experience in supporting life science research and consulting for military, federal public health, and international agencies. His diverse career spans basic and applied research on environmental bioremediation, designing nanomaterials to combat antimicrobial resistance, and protecting our nation against bioterrorism. He also led federal and international agencies in modernizing public health systems and pandemic response efforts. Clients have included the Air Force, Navy, Army, Defense Advanced Research Projects Agency, Centers for Disease Control and Prevention (CDC), Food and Drug Administration, National Institutes of Health, and United Arab Emirates. He  has authored more than 20 peer-reviewed publications with 1000+ citations. He also is an active supporter of local community initiatives that tackle affordable housing, food insecurity, and systemic poverty.

Joe Donahue is an environmental policy specialist and portfolio manager with more than 15 years of experience supporting governments in developing and implementing policies and programs focused on climate change, clean energy, ozone layer protection, and solid waste management. His work spans both domestic and international programs and initiatives. Technical areas of expertise include climate change mitigation strategies; international capacity building; greenhouse gas quantification methods; short-lived climate pollutants, especially methane, black carbon, and hydrofluorocarbons; and clean energy policies.

Hanna Kovalova is a program manager with 15 years of experience managing humanitarian aid and development programs in Ukraine, with a recent focus on the eastern part of the country ravaged by the war with Russia. She has worked with international organizations, including the Foreign, Commonwealth & Development Office (FCDO) and the United Nations, as well as social enterprises. Kovalova’s work with vulnerable populations has centered around gender equality, non-discrimination, conflict sensitivity, and social inclusion. She has extensive experience with monitoring, evaluation, research, and learning approaches; program management; and communication strategies in public health, mental health, and community stabilisation.

Francesca Lawe-Davies is a senior development specialist with more than 18 years of experience in government, non-government, private sector, and multilateral development organisations. She has broad experience leading teams in complex development programs across Southeast Asia and the Pacific. A skilled public health professional trained in epidemiology, she has developed and led more than 10 national TA programs for federal awardees from various agencies including the Substance Abuse and Mental Health Services Administration (SAMHSA), the Health Resources and Services Administration (HRSA), and offices within the Department of Health and Human Services Office of the Assistant Secretary for Health (OASH). Wagner has worked with community-based organizations, health centers, academic institutions, and state/local health agencies, reaching target audiences with unique and diverse public health needs across the lifespan. 

Anna Winoto has more than 20 years of experience leading and managing multi-disciplinary teams on complex development programs in Indonesia. Her areas of expertise include public health and nutrition, social protection, child protection, decentralized service delivery, and community-led development.  She is a skilled facilitator of multi-stakeholder collaboration. She has worked with the national governments of Australia and Indonesia and with UNICEF.
