She has worked with a wide range of health care stakeholders including providers, employers, public and private payers, foundations, trade associations, the Centers for Medicare & Medicaid Services and other health and human services agencies, state legislatures, and Congress. These diverse experiences help her provide well-informed insights for clients at all stages of the program lifecycle.

Gerald Adolph is an expert in growth strategy, acquisition strategy and merger integration planning for corporate and mission driven organizations. He led the Global Mergers & Restructuring Practice and was elected senior partner over a 35-year career with Booz Allen Hamilton and its successor strategy companies.Adolph was one of the lead practitioners and developers of Booz's very successful capabilities-driven approach to strategy.  During his consulting career he has primarily focused on assisting clients with growth strategies, new business development, innovation strategy and business redefinition. He often works with companies/entities undergoing very significant industry disruption.

Debra Kemp Fleischer is a certified Project Management Professional (PMP) with 25 years of experience supporting federal programs. She applies her background in environmental science and policy with communications expertise to inform and engage stakeholders about regulatory and voluntary programs. She has led the development and implementation of multi-media communications strategies for a variety of audiences, including non-profit organizations, industry, environmental groups, and federal staff. She has experience with plain language writing, message development, and risk communication. 

Colleen Grogan Moore has over 30 years of experience implementing community development and housing-based programs in collaboration with state and local governments and nonprofit organizations. She has expertise in providing technical assistance (TA) and training, including to recipients of Department of Housing and Urban Development (HUD) community development, housing, and homeless program funding. She has experience building strong relationships with state and local program grantees and managers and supporting communities in effectively using resources.

Lauren Pittenger comes to Abt with more than 20 years of experience working in or as a consultant to federal government agencies. She has strong grounding in research and research-based consulting to government clients. She also has extensive experience leading and growing business, managing technical and scientific projects, and coaching and supporting account teams. She has served as a director at Guidehouse, scientific program manager at Booz Allen Hamilton, and lab manager at the U.S. Department of Agriculture. She has worked with the Centers for Disease Control and Prevention (CDC), Food and Drug Administration (FDA), the Canadian Public Health Laboratory Network, the Gates Foundation and the Association of Public Health Laboratories.

Catherine Hersey, a senior associate, is a seasoned health services researcher and project manager with over 15 years of experience in both Medicare and Medicaid. Her research areas include the implementation and evaluation of accountable care organizations and other alternative payment models, maternal health, substance use disorder, meaningful use of electronic health records, and hospital-acquired infections. Hersey also has experience in quality measurement and improvement. In addition, she has experience in both quantitative and qualitative analyses and managing large and complex projects.

T.J. Pepping is an environmental scientist with 13 years of experience working in the intersection of data analysis and communication, helping clients interpret environmental data and share important information with the public. 

Sean McClellan, Ph.D. is a mixed-methods researcher with over a decade of experience in full cycle health services research. He has experience managing research projects, developing analytic designs, cleaning and analyzing administrative data, fielding rigorous surveys, conducting qualitative interviews, and communicating findings in plain language.

Robin Koralek is a seasoned evaluator and project director with over 30 years of experience in evaluating federal and state social welfare programs. Her expertise spans areas such as food assistance, employment and training cash assistance, and barriers to employment, including for those recovering from substance use disorders. She has worked with various governmental and non-profit organizations, focusing on program design, implementation, and outcomes.
