He has extensive experience delivering consulting expertise focused on artificial intelligence (AI), supply chain, procurement, financial management, and advanced analytics. His technological, consultative, and entrepreneurial skills help clients find new ways to address challenges ranging from affordable housing to homelessness to guaranteed income. He also has extensive expertise in technical assistance and implementation (TA&I) approaches. And his management experience includes developing high-performing teams through skills and career development and succession planning.

Dr. Michael Plotzke is a senior health economist with expertise in the area of Medicare payment policy, the organization of healthcare providers and quality measurement. His work typically involves the analysis of large datasets such as Medicare claims, assessment and enrollment data. Dr. Plotzke serves as principal investigator for multiple projects with the Centers for Medicare & Medicaid Services.  On the “Home Health Prospective Payment System and Hospice: Analysis Support and Monitoring” project, Dr. Plotzke leads a team of researchers in analyzing trends in Medicare hospice and home health usage and constructing large-scale payment reform options for both benefits.  Dr. Plotzke also leads the “Evaluation of the Medicare Care Choices Model” project that evaluates a new payment model for end-of-life care that is being tested with 141 hospice providers.  This project involves analysis of existing administrative data and collection of new data through surveys of caregivers, surveys of hospice providers and in-depth case studies of hospice providers participating in the model.

Manoj P. Singh is the former chief operating officer and global managing director at Deloitte Touche Tohmatsu, Ltd.  Prior to his mandatory retirement in June 2015, Singh’s responsibilities included leading various Deloitte initiatives, including setting global strategy, directing investments globally, leading areas such as finance, global technology, knowledge management, branding, and guiding country leadership in high-growth markets such as China, India, Africa, Southeast Asia, Mexico and Germany.

ZeAmma Brathwaite has over 20 years of experience partnering with private organizations and federal agencies to improve access to care and health outcomes for individuals and communities. A certified project management professional, Brathwaite has extensive experience leading multidisciplinary teams in the design, implementation, and evaluation of complex, large-scale transformation efforts using improvement science methods and tools to accelerate change.

Lakshmi Shyam-Sunder is the former Vice President and World Bank Group Chief Risk Officer (2014-2024). Lakshmi was previously Chief Financial Officer at the Multilateral Investment Guarantee Agency (MIGA), and Director of Risk and Financial Policy at the International Finance Corporation both also part of the World Bank Group.

Jodi Anthony, ScD, is a social epidemiologist with over two decades of mixed-methods evaluation, strategic consulting, and technical assistance experience focused on improving health for women, children, and families. Dr. Anthony brings expertise from her work with a variety of federal agencies, including Health Resources Services Administration (HRSA), Centers for Medicare & Medicaid Services (CMS), the Department of Health and Human Services’ Assistant Secretary for Planning and Evaluation and Office of Population Affairs. She also has worked with health systems, foundations, city and state governments, universities, and community coalitions.

Lisa Simeon is Abt Global’s Chief Operations Officer.  In this role, Simeon is establishing a global operations function to cover all aspects of project management. It will include continuous improvement and scalability of Abt’s standards, processes, and digital platforms for project start-up and closeout, workforce planning, risk management, and quality review to achieve strong financial performance and ensure client satisfaction across the company. She will continue to oversee Human Resources and will add responsibility for global security operations and emergency response to her portfolio.

Jake Zebell is a technology leader with more than 20 years of experience in federal modernization, enterprise architecture, applied AI, and secure system delivery.

Dr. Fiona Mactaggart is a multi-disciplinary technical advisor with more than 10 years of experience in monitoring, evaluation, research, and learning (MERL); infectious disease control; and public health. As a co-lead of Abt's MERL portfolio, she draws on complexity theory and scientific methods to help clients test what works, discover why it works, and provide timely evidence-based recommendations to inform important decisions about policy and practice. Mactaggart contributes to business development, programme delivery, and thought leadership. She works in five key areas: monitoring (e.g., design of digital tools and visualisation platforms) research (e.g., cross-sectional survey design), evaluation methodologies (e.g., contribution analysis), learning (e.g., portfolio level evidence-informed strategic decision making), and cross-cutting MERL capabilities (e.g., adaptive management and GEDSI). Mactaggart has worked extensively in the Pacific and Southeast Asia.
