Gary L. Perlin, the retired chief financial officer of Capital One Financial Corporation, is the non-executive chairman of Abt Global’s Board of Directors.Perlin has more than three decades of experience in senior finance roles in for-profit and not-for-profit organizations. As CFO of Capital One – one of the largest financial services companies in the nation – Perlin was responsible for the company’s overall financial management. He was named “Best Finance Company CFO” for four years by Institutional Investor magazine between 2007 and 2011.

James Gilling, regional vice president, East Asia and Pacific, has almost 40 years of experience in social and economic development in low- and middle-income countries. He has overseen Australian aid programs worth hundreds of millions of dollars and managed large teams of Australian and overseas staff, including as head of the Australian aid program in Indonesia. James has worked for United Kingdom (UK) and Papua New Guinea governments as an agricultural economist. He has also worked as a consultant economist with Oxford Policy Management in the UK and was an economic analyst with the Office of National Assessments in Australia.

T.J. Pepping is an environmental scientist with 13 years of experience working in the intersection of data analysis and communication, helping clients interpret environmental data and share important information with the public. 

Brad Smolek is a federal health and defense leader with deep experience in digital modernization and clinical and operational performance improvement.

Anika Vartan has more than 20 years of experience designing, implementing, and evaluating public health and international development programs to improve access to—and quality of—health care, and increase community participation in social, economic, and political life. Vartan’s expertise is in mixed-methods and qualitative research, project management, health policy analysis, capacity building, adult education and technical assistance, organizational assessment and development, and community-driven development. She has supported the Administration for Community Living (ACL), Agency for Healthcare Research and Quality (AHRQ), Centers for Disease Control and Prevention (CDC), Centers for Medicare and Medicaid Services (CMS), Federal Drug Administration (FDA), Health Resources and Services Administration (HRSA), United States Agency for International Development (USAID), and Department of State (DOS) clients.

Andrew Alderdice is an experienced health and human services leader with more than 35 years’ experience across Australia, New Zealand and the Pacific. He is currently Abt Global’s Country Manager for Papua New Guinea (PNG).

Bradford Lucas is an expert in international health and social marketing with more than 20 years of experience leading complex global health projects and managing large teams. His program experience includes malaria and child health, reproductive health, and HIV/AIDS, and he has worked in numerous countries in Africa, Asia, and Latin America. Throughout his career, Lucas has been recognized for his thought leadership and initiative in piloting, scaling up, and replicating new products, services, and approaches; improving processes; and disseminating best practices.
