Gibson serves as the Implementation Director and Project Director for two large-scale random assignment studies testing alternative benefit offset formulas for the Social Security Disability Insurance program. She manages the project budget and development of policies and procedures and oversees a team of more than 20 subcontractors.

Gibson served as project director for five quick-turnaround research projects for the Social Security Administration. These projects required rapid-startup, strong collaboration, and flexible approaches to deliver the information requested in the abbreviated timeframe. Gibson was deputy project director on the Comprehensive Compliance and Monitoring Initiative, for which she developed tools for Department of Housing and Urban Development field office staff to assess adherence to regulations and policies.
