Director, Specialist Health Services (SHS)

Jessica Gillmore is an international and community development professional with more than 20 years of experience working in Asia and the Pacific. She has expertise leading teams and managing complex donor programs across a diverse range of sectors including health, gender and women’s empowerment, community-driven development, education, governance and law and justice. She is highly skilled in program design, strategy development, research and evaluation and building stakeholder relationships with government, non-government, civil society and private sector organisations.

Jessica leads the Specialist Health Services (SHS) program, which provides strategic input on health to the Australian Department of Foreign Affairs and Trade (DFAT). She oversees the operational and technical requirements of the global program, to deliver high-quality technical health policy and program support to DFAT. This role involves working closely with DFAT Canberra (Global Health Policy Branch), the Centre for Health Security, DFAT Posts in Asia and the Pacific, and external advisers.

Before joining Abt, Jessica worked as the research and evaluation adviser at the non-profit Indigenous Community Volunteers, which works with Aboriginal and Torres Strait Islander communities to improve their quality of life, well-being, and inclusion. Prior to that, she worked as a senior consultant and the chief technical officer at Alinea-Whitelum, providing technical and analytical support for international and community development programs in Asia and the Pacific. She worked extensively in Indonesia for a variety of organisations, including Cardno Emerging Markets, DFAT, Research Triangle Institute, The Burnet Institute, the World Bank and the United Nations. Jessica is fluent in Bahasa Indonesia.
