Gary L. Perlin, the retired chief financial officer of Capital One Financial Corporation, is the non-executive chairman of Abt Global’s Board of Directors.Perlin has more than three decades of experience in senior finance roles in for-profit and not-for-profit organizations. As CFO of Capital One – one of the largest financial services companies in the nation – Perlin was responsible for the company’s overall financial management. He was named “Best Finance Company CFO” for four years by Institutional Investor magazine between 2007 and 2011.

Brian Roemer is vice president, general counsel, and a member of the company’s Management Advisory Group. He is responsible for advising the company on legal risk, managing the company’s legal matters and overseeing partnerships with external legal counsel.Before joining Abt in 2013, Roemer served as corporate counsel at gategroup, a global airline services company. He worked with the executive team to address global issues including multi-jurisdictional regulatory issues, commercial contracts and corporate social responsibility.

Clark Abt, an engineer, environmentalist, entrepreneur, educator and social scientist, is the founder and past president of Abt Global Inc. He served as Abt’s President from 1965 to 1985, Chairman of the Board of Directors from 1986 to 2005, and was then elected Chairman Emeritus. He is the author of 10 books on social and economic policies and advanced technologies, as well as many articles.Clark Abt was born in Cologne, Germany, in 1929, and came to the United States in 1937. He entered the Massachusetts Institute of Technology as a freshman in aeronautical engineering in 1947 and graduated with a bachelor's degree in general engineering in 1951. He then served four months in the Merchant Marine as an ordinary seaman, followed by a year at Johns Hopkins University as an English instructor, obtaining an M.A. from the Department of Writing, Speech and Drama for this master thesis, “A Year of Poems.”

Allan Porowski joined the Social and Economic Policy Division of Abt Global in 2014 as a principal associate. He is a leading expert in the design, execution and analysis of randomized controlled trials, quasi-experimental studies and national cross-site evaluations of education, health and other social interventions.

David Cooley is an environmental scientist with more than 15 years of experience working in climate change and environmental management. His work has focused on the interactions between climate change mitigation, air pollution reductions, and improvements in public health. He has managed multiple projects for the U.S. Environmental Protection Agency (EPA), U.S. Agency for International Development, and the New York State Energy Research and Development Authority (NYSERDA) to evaluate opportunities to reduce greenhouse gas (GHG) and air pollutant emissions.

Manoj P. Singh is the former chief operating officer and global managing director at Deloitte Touche Tohmatsu, Ltd.  Prior to his mandatory retirement in June 2015, Singh’s responsibilities included leading various Deloitte initiatives, including setting global strategy, directing investments globally, leading areas such as finance, global technology, knowledge management, branding, and guiding country leadership in high-growth markets such as China, India, Africa, Southeast Asia, Mexico and Germany.

Daniel Gubits conducts research in the areas of housing, homelessness, economic self-sufficiency and disability policy. Gubits’ expertise is in econometric modeling, data analysis, and random assignment program evaluation.Gubits serves as the director of analysis for the Family Options Study, conducted for the U.S. Department of Housing and Urban Development (HUD). He is also leading the impact analysis work for the Social Security Administration’s Benefit Offset National Demonstration (BOND) project. Both of these are random assignment impact evaluations.

Debra Kemp Fleischer is a certified Project Management Professional (PMP) with 25 years of experience supporting federal programs. She applies her background in environmental science and policy with communications expertise to inform and engage stakeholders about regulatory and voluntary programs. She has led the development and implementation of multi-media communications strategies for a variety of audiences, including non-profit organizations, industry, environmental groups, and federal staff. She has experience with plain language writing, message development, and risk communication.
