Francesca Lawe-Davies is a senior development specialist with more than 18 years of experience in government, non-government, private sector, and multilateral development organisations. She has broad experience leading teams in complex development programs across Southeast Asia and the Pacific. Francesca has worked with government and civil society leaders at all levels, providing strategic and technical advice and guiding programmatic support on education policy and delivery, decentralisation, village governance, peacebuilding, and gender-based violence prevention and response services.

James Gilling, regional vice president, East Asia and Pacific, has almost 40 years of experience in social and economic development in low- and middle-income countries. He has overseen Australian aid programs worth hundreds of millions of dollars and managed large teams of Australian and overseas staff, including as head of the Australian aid program in Indonesia. James has worked for United Kingdom (UK) and Papua New Guinea governments as an agricultural economist. He has also worked as a consultant economist with Oxford Policy Management in the UK and was an economic analyst with the Office of National Assessments in Australia.

Graham Teskey leads Abt Global’s Global Governance practice out of Canberra, Australia. He has 40 years of experience in governance and international development. He has worked with (and for) for the U.K.’s Department for International Development, (the forerunner to the Foreign, Commonwealth and Development Office), the World Bank, and Australia’s Department of Foreign Affairs and Trade. Graham has lived and worked in multiple countries, including Kenya, Tanzania, Uganda, Rwanda, Zambia, Zimbabwe, Malawi, Fiji, Vanuatu, Indonesia, Papua New Guinea, Solomon Islands, Philippines, and Timor-Leste.

Lauren Pittenger comes to Abt with more than 20 years of experience working in or as a consultant to federal government agencies. She has strong grounding in research and research-based consulting to government clients. She also has extensive experience leading and growing business, managing technical and scientific projects, and coaching and supporting account teams. She has served as a director at Guidehouse, scientific program manager at Booz Allen Hamilton, and lab manager at the U.S. Department of Agriculture. She has worked with the Centers for Disease Control and Prevention (CDC), Food and Drug Administration (FDA), the Canadian Public Health Laboratory Network, the Gates Foundation and the Association of Public Health Laboratories.

Meghan Henry is a social science researcher with over 15 years of experience in public policy and program evaluation, specifically in the fields of housing and homelessness and the intersection of homelessness and education. Henry has extensive experience leading evaluations, including large data collection efforts, conducting qualitative data collection, data analysis, and outcome evaluations. As project director of the U.S. Department of Housing and Urban Development’s (HUD) Annual Homeless Assessment Report (AHAR) to Congress, she has considerable experience synthesizing large amounts of information to make the data accessible and actionable for federal, state, local, and philanthropic clients.

Dr. Caroline Logan is a senior associate and health services researcher with over 15 years of experience in policy-focused mixed methods evaluation design, rigorous data collection and analysis, and development of integrated mixed methods reports and deliverables. Her expertise in federal and state health policy includes Medicare and Medicaid financing and delivery systems, care transformation and system integration, maternal health, the health and well-being of children, and the intersection of health and housing.

Dr. Reerink has more than 25 years of experience in promoting gender equality and social inclusion in international development, with a strong focus on the Asia-Pacific region.

Tamara Daley has 20 years of behavioral health, disability, and social-policy project leadership and evaluation experience. She brings expertise from work with a variety of federal agencies, including Substance Abuse and Mental Health Services Administration (SAMHSA), National Institute of Mental Health, Department of Education, the Department of Health and Human Services’ Assistant Secretary for Planning and Evaluation, Social Security Administration, and Department of state. She also has worked with foundations, city governments, and universities. Daley designs and conducts research in behavioral health, from qualitative and mixed-methods studies and survey design to evaluability assessments.

Shelby Hickman is a mixed methods research and evaluation professional with 14 years of experience in program evaluation, training and technical assistance, and analysis of criminal and juvenile justice administrative data. Dr. Hickman has expertise in overseeing studies funded by the Departments of Justice and Health and Human Services. She has experience in causal inference methods for both random assignment and quasi-experimental designs. Additionally, she is proficient in qualitative methodologies, such as semi-structured interviews, focus groups, cognitive interviews, and observations. Hickman is also an expert in forced labor and human trafficking.

Baris Yener has more than 25 years of experience in executive leadership, growth strategy development, and organizational transformation. His business-development and project work has involved a wide range of clients, including the World Bank, Department of Defense, Department of Homeland Security, Centers for Disease Control and Prevention, and other private sector and federal agencies.As Chief Client Officer at Abt, Yener leads client strategy and growth to ensure the voice of the customer drives investment decisions, capability development, and market execution.
