Before coming to Abt, Schaefer was a researcher at Florida Atlantic University. He has published numerous epidemiological studies in peer-reviewed journals.

Dan Basoli is an economist and project manager with more than 20 years of federal regulatory experience. Basoli had led cost-benefit, economic impact, and regulatory analyses for clients such as Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), Department of Labor (DOL), Department of Transportation (DOT), Department of Energy (DOE), and National Oceanic and Atmospheric Administration (NOAA).
Marianne El-Khoury

Marianne El-Khoury is a seasoned health professional with a proven track record of leading and managing large-scale health programs. At Abt, she has held senior management and technical roles on USG-funded projects in health systems strengthening, infectious diseases, and private sector health. She has also led research and evaluation studies in family planning and reproductive health, maternal and child health, and health financing.
Lauren Pittenger
Vice President, Human Services Portfolio
Lauren Pittenger comes to Abt with more than 20 years of experience working in or as a consultant to federal government agencies. She has strong grounding in research and research-based consulting to government clients. She also has extensive experience leading and growing business, managing technical and scientific projects, and coaching and supporting account teams. She has served as a director at Guidehouse, scientific program manager at Booz Allen Hamilton, and lab manager at the U.S. Department of Agriculture. She has worked with the Centers for Disease Control and Prevention (CDC), Food and Drug Administration (FDA), the Canadian Public Health Laboratory Network, the Gates Foundation and the Association of Public Health Laboratories.
Kathleen Flanagan
President and Chief Executive Officer
Kathleen Flanagan is president and chief executive officer of Abt Global. She assumed the position on October 1, 2009, after a distinguished career working across the broad range of markets and policy areas that reflect the company's business today. Flanagan joined the company in 1983 as a policy analyst in the Health Area. In 1989 she became managing vice president of the company's Labor Economics Research Area, overseeing research on workforce development and income security programs. In the mid-1990s she launched the International Workforce and Education Practice, winning projects from clients including the U.S. Agency for International Development, World Bank and U.S. Department of Labor. In 1998, she launched the company's Housing and Community Revitalization practice and built a team of more than 75 researchers and technical assistance staff working on affordable housing and community development policies at the federal, state and local levels. In 2005, she was named group vice president for social, economic, and health policy.

Jennifer S. Riggs, Ph.D., brings her extensive research, policy, and nursing experience to improve care for patients, especially older adults. Her clinical area of expertise is Medicare-certified home health and home and community-based care for adults and older adults with multiple co-occurring chronic conditions and complex care coordination needs.
Hanna Kovaleva
Project Design and Delivery Lead
Hanna Kovalova is a program manager with 15 years of experience managing humanitarian aid and development programs in Ukraine, with a recent focus on the eastern part of the country ravaged by the war with Russia. She has worked with international organizations, including the Foreign, Commonwealth & Development Office (FCDO) and the United Nations, as well as social enterprises. Kovalova’s work with vulnerable populations has centered around gender equality, non-discrimination, conflict sensitivity, and social inclusion. She has extensive experience with monitoring, evaluation, research, and learning approaches; program management; and communication strategies in public health, mental health, and community stabilisation.
Douglas W. Elmendorf, Ph.D.

Douglas W. Elmendorf, Ph.D., is Lucius N. Littauer Professor of Public Policy at Harvard University’s John F. Kennedy School of Government. He served as Dean of the Kennedy School from 2016 to 2024 and was previously Director of the Congressional Budget Office from 2009 to 2015.Elmendorf has held senior economic positions with the Federal Reserve Board, the President’s Council of Economic Advisers, and the Treasury Department, where he was Deputy Assistant Secretary for Economic Policy. He is a widely respected economist who has deep knowledge of many of Abt’s core research areas, including health care policy and approaches to increasing economic security.Elmendorf is the author of more than 30 publications and has testified before Congress on economic issues 50 times since 2005.
Lisanne F. Brown, Ph.D.
Principal Associate, Health & Environment
Lisanne F. Brown has more than 20 years of experience in public health evaluation and research and a background in epidemiologic and program evaluation methods. She has worked on numerous evaluation and applied research studies for local, state and federal agencies. Her areas of expertise include maternal and child health, health care access, integration of primary care and behavioral health, community-centered health homes, social determinants of health, mixed methods evaluation design and implementation, survey design, and evaluation capacity building.
