Natalie Matthews has over 15 years of experience in the field of homelessness, with a focus on direct service, system planning, database administration, and technical assistance and implementation (TA). Since joining Abt in 2009, Matthews has served in a variety of roles on its U.S. Department of Housing and Urban Development (HUD) Community Compass TA cooperative agreements. She’s also worked on several locally and U.S. Department of Veterans Affairs (VA)-funded TA projects, as well as research, monitoring and evaluation projects.  She served as the project director for the VA’s Supportive Services for Veteran Families (SSVF) monitoring project, served on the evaluation team for HUD’s first evaluation of rapid re-housing programs for families (2012), and led the evaluation of Hartford Connecticut’s homelessness prevention and rapid re-housing program (2014).

Dr. Ndombour Gning Cisse is a biologist and scientist with 16 years of experience in public health and environmental health management, particularly in malaria vector control in Africa. She has experience in all aspects of insecticide spraying operations, including planning, training, supervision, human resources talent management, leadership development, strategic planning, project implementation, and capacity development assignments in four countries.

Matthew Eby has over 20 years of leadership experience in supporting life science research and consulting for military, federal public health, and international agencies. His diverse career spans basic and applied research on environmental bioremediation, designing nanomaterials to combat antimicrobial resistance, and protecting our nation against bioterrorism. He also led federal and international agencies in modernizing public health systems and pandemic response efforts. Clients have included the Air Force, Navy, Army, Defense Advanced Research Projects Agency, Centers for Disease Control and Prevention (CDC), Food and Drug Administration, National Institutes of Health, and United Arab Emirates. He  has authored more than 20 peer-reviewed publications with 1000+ citations. He also is an active supporter of local community initiatives that tackle affordable housing, food insecurity, and systemic poverty.

Kelly Wagner has over 25 years of experience designing and delivering technical assistance, training, and capacity building. A skilled public health professional trained in epidemiology, she has developed and led more than 10 national TA programs for federal awardees from various agencies including the Substance Abuse and Mental Health Services Administration (SAMHSA), the Health Resources and Services Administration (HRSA), and offices within the Department of Health and Human Services Office of the Assistant Secretary for Health (OASH). Wagner has worked with community-based organizations, health centers, academic institutions, and state/local health agencies, reaching target audiences with unique and diverse public health needs across the lifespan. 

Dr. Jonathan Dorn has more than 20 years of experience in the environment and energy space. He specializesin air pollutant emissions inventory development, air quality, data visualization, regulatory program support, energy systems, and air pollutant mitigation strategies.

Katharine Witgert is a health policy researcher with 20 years of public health and health care policy experience. Witgert manages research and analysis of health system innovations, conducting program evaluations for federal clients, including design, implementation, and reporting of findings. She provides technical assistance to state officials, primarily in the areas of Medicaid reforms and building Medicaid agency partnerships with public health, behavioral health, and social services programs.

Jane Pepperall is a senior health professional with over 30 years of experience in global health policy development and in supporting national health sector development in the Pacific, Asia, and Africa. She has focused on strategy and investments to strengthen health systems and health financing. Jane worked for the United Kingdom Department for International Development (DFID) (now the Foreign, Commonwealth and Development Office) for 20 years, including health adviser postings in Uganda, Kenya, Zimbabwe, Lesotho, Pakistan, and the Pacific. More recently she has been providing health strategy, policy, and technical advice to the Australian Department of Foreign Affairs and Trade (DFAT).

Jennifer S. Riggs, Ph.D., brings her extensive research, policy, and nursing experience to improve care for patients, especially older adults. Her clinical area of expertise is Medicare-certified home health and home and community-based care for adults and older adults with multiple co-occurring chronic conditions and complex care coordination needs.

Mariandrea Chamorro has 20 years of experience managing international development programs. She has provided oversight for the high-quality and compliant execution of large flagship USAID programs while contributing to business development. Chamorro’s areas of expertise include prevention of vector-borne diseases, infectious diseases, maternal and child health, and health systems strengthening. Her clients have included the U.S. Agency for International Development (USAID), the Australian Department of Foreign Affairs and Trade (DFAT), and the UK’s Foreign Commonwealth & Development Office (FCDO). 

Dan Basoli is an economist and project manager with more than 20 years of federal regulatory experience. Basoli had led cost-benefit, economic impact, and regulatory analyses for clients such as Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), Department of Labor (DOL), Department of Transportation (DOT), Department of Energy (DOE), and National Oceanic and Atmospheric Administration (NOAA).
