He has extensive experience delivering consulting expertise focused on artificial intelligence (AI), supply chain, procurement, financial management, and advanced analytics. He also has extensive expertise in technical assistance and implementation (TA&I) approaches. Allan Porowski joined the Social and Economic Policy Division of Abt Global in 2014 as a principal associate. He is a leading expert in the design, execution and analysis of randomized controlled trials, quasi-experimental studies and national cross-site evaluations of education, health and other social interventions.

Matthew Eby has over 20 years of leadership experience in supporting life science research and consulting for military, federal public health, and international agencies. His diverse career spans basic and applied research on environmental bioremediation, designing nanomaterials to combat antimicrobial resistance, and protecting our nation against bioterrorism. He also led federal and international agencies in modernizing public health systems and pandemic response efforts. Clients have included the Air Force, Navy, Army, Defense Advanced Research Projects Agency, Centers for Disease Control and Prevention (CDC), Food and Drug Administration, National Institutes of Health, and United Arab Emirates. He  has authored more than 20 peer-reviewed publications with 1000+ citations. He also is an active supporter of local community initiatives that tackle affordable housing, food insecurity, and systemic poverty.

Sarah Gibson is a project-management specialist with 23 years of experience in public policy research. She has more than 20 years of experience managing complex projects, implementing random assignment studies and researching and analyzing policy for clients such as the Social Security Administration and the Department of Housing and Urban Development. She is proficient in project management, including resource management, budgeting and quality control.

Daniel Gubits conducts research in the areas of housing, homelessness, economic self-sufficiency and disability policy. Gubits’ expertise is in econometric modeling, data analysis, and random assignment program evaluation.Gubits serves as the director of analysis for the Family Options Study, conducted for the U.S. Department of Housing and Urban Development (HUD). He is also leading the impact analysis work for the Social Security Administration’s Benefit Offset National Demonstration (BOND) project. Both of these are random assignment impact evaluations.
