James Gilling, regional vice president, East Asia and Pacific, has almost 40 years of experience in social and economic development in low- and middle-income countries. He has overseen Australian aid programs worth hundreds of millions of dollars and managed large teams of Australian and overseas staff, including as head of the Australian aid program in Indonesia. James has worked for United Kingdom (UK) and Papua New Guinea governments as an agricultural economist. Jessen Carroll is a human resources (HR) professional with more than 20 years of experience overseeing all aspects of HR, organizational communications, governance, and administration functions. She has experience leading organizational integrations and change management efforts. She also has operations management, business analysis, business process improvement, and project management experience. She can balance tactical day-to-day operational needs with a strategic grasp of long-term business objectives. 

Jane Pepperall is a senior health professional with over 30 years of experience in global health policy development and in supporting national health sector development in the Pacific, Asia, and Africa. She has focused on strategy and investments to strengthen health systems and health financing. Jane worked for the United Kingdom Department for International Development (DFID) (now the Foreign, Commonwealth and Development Office) for 20 years, including health adviser postings in Uganda, Kenya, Zimbabwe, Lesotho, Pakistan, and the Pacific. More recently she has been providing health strategy, policy, and technical advice to the Australian Department of Foreign Affairs and Trade (DFAT).

Matt Bugbee is a federal technology executive with almost three decades of experience leading digital modernization, enterprise IT, and business growth initiatives for civilian agencies.

Lori Hunter is a Project Management Professional and a Certified Scrum Master with 20 years of experience working in systems analysis, functional requirements analysis, user-centered design and user experience, database administration and design, and web design and development. Her projects and experience represent a range of complexities, including administrative and evaluation data collection and reporting systems analysis and visualization, clearinghouses, websites, technical assistance tracking, evaluation data collection, interactive online tools and libraries, communities of practice, and Section 508 compliance. She has been the lead project manager for several large CMMI-3 IT implementations. Her responsibilities have included directing project team personnel; managing scope, schedule, budget, and risk; ensuring contract compliance; and serving as the interface with the customer and customer stakeholders.

Tenly Snow is a senior digital solutions specialist with 15 years of expertise in digital transformation, supply chain management, and strategic solutioning. Her extensive collaborations span governmental, private sector, and non-profit organizations across the Middle East, Asia, Africa, and Europe. Through her work with USAID, the Bill and Melinda Gates Foundation, and the World Bank, Snow has spearheaded innovations in software development and digital health, significantly enhancing health system resilience and pandemic preparedness on a global scale.

Graham Teskey leads Abt Global’s Global Governance practice out of Canberra, Australia. He has 40 years of experience in governance and international development. He has worked with (and for) for the U.K.’s Department for International Development, (the forerunner to the Foreign, Commonwealth and Development Office), the World Bank, and Australia’s Department of Foreign Affairs and Trade. Graham has lived and worked in multiple countries, including Kenya, Tanzania, Uganda, Rwanda, Zambia, Zimbabwe, Malawi, Fiji, Vanuatu, Indonesia, Papua New Guinea, Solomon Islands, Philippines, and Timor-Leste.

Joe Donahue is an environmental policy specialist and portfolio manager with more than 15 years of experience supporting governments in developing and implementing policies and programs focused on climate change, clean energy, ozone layer protection, and solid waste management. His work spans both domestic and international programs and initiatives. Technical areas of expertise include climate change mitigation strategies; international capacity building; greenhouse gas quantification methods; short-lived climate pollutants, especially methane, black carbon, and hydrofluorocarbons; and clean energy policies.
